Title
SBCTA Metrolink San Bernardino Line Double Track Project Update
Body
DISCUSSION:
The SBCTA Metrolink San Bernardino Line Double Track Project consists of the following features:
* Approximately 3 miles of additional double track in the cities of Rialto and San Bernardino (From Lilac Avenue to Rancho Avenue)
* Addition of a second passenger platform at the existing Metrolink Rialto Station, as well a pedestrian underpass for access.
* Ten at-grade crossings within and near the double track footprint with quiet zone safety enhancements.
* New railroad signals as well as Positive Train Control (PTC) considerations and required improvements.
* Civil improvements including grading, drainage and utilities.
* Modifications to 8 at-grade crossings within the Project footprint to improve roadway profiles.
In December 2023, the SBCTA Board approved allocating $16.51 million of SB 125 funds to close the funding gap on the project. Furthermore, last September the Board approved submitting the programming of $56.35 million in State Transportation Improvement Program Funds in FY 27/28 for the construction phase of the project with a possibility that some of the program funding might be moved to FY 28/29. This means that the earliest construction will begin is in FY 28/29. Even if there is a delay in the programming of funds for construction, SBCTA will begin the final design phase this year. SBCTA is currently in the process of developing a project agreement with the Southern California Regional Railroad Authority (commonly referred to as Metrolink) who will be the project lead for the final design and construction. SBCTA anticipates having the project agreement with Metrolink completed this summer at which time the final design phase will begin.
