BACKGROUND
In 2012, the City of Rialto/Rialto Utility Authority (City/RUA) and Rialto Water Services (RWS)/Veolia entered into a service contract referred to as the Concession Agreement (CA) for the design, construction, and financing of capital improvement upgrades and the operation and maintenance of RUA facilities.
