Title
Rate Study update - Proposition 218 Notice Timeline and AB 2257 Requirements.
Body
ANALYSIS/DISCUSSION:
The City is currently completing a comprehensive Rate Study to evaluate the financial sustainability of the water and wastewater funds.
In accordance with Proposition 218, the City must provide a minimum of 45 days’ public notice prior to holding a public hearing on proposed rate adjustments.
The anticipated schedule is as follows:

Assembly Bill 2257 (2022) amended the Brown Act to strengthen public transparency requirements for local government meetings and communications. Key provisions relevant to this process include:
ü Ensuring all meeting materials related to the rate study are made available to the public consistent with Brown Act posting requirements.
ü Providing adequate notice and access to electronic and written materials discussed during public meetings.
ü Ensuring that committee and council discussions on the rate study occur in open session and that public participation is facilitated.
The City’s process for noticing and conducting Public Hearings on rate adjustments will continue to comply with these requirements.
