Staff requests that the Water Subcommittee review and provide feedback on the Proposal for Extended Professional Services with Dopudja & Wells Consulting, Inc.
BACKGROUND:
Dopudja & Wells Consulting has provided professional engineering and management support services to the City of Rialto and the Rialto Utility Authority (RUA) since 2021 under a Professional Services Agreement (PSA). Over time, amendments have been executed to maintain continuity of specialized technical and interim staffing support for the City’s Utilities Division.
As the City continued efforts to permanently fill critical management positions and to sustain momentum on multiple capital and regulatory initiatives, Dopudja & Wells has remained a key technical resource assisting with operational continuity, capital project implementation, and inter-agency coordination.
ANALYSIS/DISCUSSION:
The proposed Seventh Amendment would extend Dopudja & Wells Consulting’s professional services under the City’s PSA to provide additional interim and technical support during the transition to a fully staffed Utilities Department. The scope presented in the consultant’s October 1, 2025 proposal includes four primary tasks:
The proposed services totaling $797,130 cover all four tasks listed above, inclusive of reimbursables and administrative overhead, and span an estimated 6-9 month performance period.
