Request City Council to: (1) Authorize the Purchase of a Cloud-Based Enterprise Resource Planning (ERP) System from Tyler Technologies, Inc., a Delaware Corporation, through Cooperative Purchasing Contract 090320-TTI, for an initial amount of $1,868,212 including $1,463,944 in one-time fees, and $404,268 in licensing fees and $404,268 annually thereafter for an initial term of five years and a total of $3,485,284 over the five-year term; (2) Approve up to $514,715 in third-party migration, temporary workers, and specialized contractors to bring in all associated data and services; and (3) Authorize the City Manager to execute all documents

BACKGROUND
The City of Rialto currently uses EDEN software developed by Tyler Technologies, Inc., (Tyler) for many of its core functions, including the following:
* Accounts Payable
* Accounts Receivable
* Cash Receipting
* General Ledger
* Payroll/Employment History
* Fixed Asset Tracking
* Budgeting
* Purchasing
EDEN was an early version of an Enterprise Resource Planning (ERP) System that provides a comprehensive integrated solution to municipal services. An ERP System is business process management software that allows the City to use a system of integrated applications to manage all of its internal and external business functions and operations, and to automate many back office functions related to technology, services and development. ERP software allows the City to integrate all facets of its operations - from business licensing to development services (Building/Engineering/Planning), and finance management - in a single database, application and user interface.
