Request City Council to Approve an Increase of the Purchase Order with Fernando Vargas, Information Specialist, for Fiscal Year 2019/2020 for Information System Support through June 2020 for a Total Cost of $40,215.

BACKGROUND

The Police Department currently uses Fernando Vargas, an Information Technology (IT) professional, to assist with the Police Department’s CAD/MOBILE/RMS upgrade and information networking.  Fernando Vargas has been assisting the organization since January of 2017, after the loss of our Systems Analyst and has been an important part of bringing our organization’s IT systems up to Department of Justice (DOJ) requirements and standards.

 

ANALYSIS/DISCUSSION

For fiscal year 2019/2020 the Rialto Police Department issued a Purchase Order (PO) in the amount of $15,000 to Fernando Vargas, Information Specialist. Fernando Vargas has been essential in assisting the department through our CAD/Mobile/RMS upgrade, developing and upgrading our department’s network system and security protocols and bringing our department to DOJ standards.  Fernando has worked extensively with County Communications on our radio project, County on the Smart Justice Network and updating new security protocols found to be years out of date.  Fernando Vargas’ services are imperative to the continued success of the upgrade of our IT systems. Fernando Vargas’ Information Technology professional service qualifies under the bidding exemption as stated in RMC section 2.48.410.

 

During the Fiscal Year 2019/2020 budget process, an additional Information Systems Analyst position was added to the Rialto Police Department’s allocation. To ensure efficiency with the department’s IT Division, Fernando Vargas’ service are essential until the analyst position is filled. The Information Specialist services will be eliminated at the appropriate time without compromising the department’s IT structure.

 

Staff is recommending that City Council approve an increase to Purchase Order No. 2020-0324 in the amount of $25,215 for the contract services of Fernando Vargas for Information Specialist services.

 

 

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  By definition, a Project does not include: The creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment according to Section 15378 (b)(4) of CEQA.

 

GENERAL PLAN CONSISTENCY

The City of Rialto has outlined key goals and objects relating to public safety.  The increase of the Purchase Order for laboratory services is consistent with meeting these objectives. Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Goal 3-6: Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

 

Policy 3-6.1: Coordinate all development proposals with other affected public entities to ensure the provision of adequate public facilities and infrastructure services.

 

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

FINANCIAL IMPACT

Operating Budget Impact

Staff will process a Budget Adjustment moving needed funding from IT Administration Salary Account No. 010-500-6151-1001 to IT Contract Services Account No. 010-500-6151-2011 for the increase of PO 2020-0324 from $15,000 to $40,215 for the contract services of Fernando Vargas for information system support.

 

Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

 

Capital Improvement Budget Impact

There is no immediate impact to the Capital Improvement budget.

 

Licensing

Prior to execution of the Professional Service Agreement/Purchase Order/Construction Contract, the vendor shall submit a business license application and pay a Business License tax at the rate of $104, as well as Administration and State fees.

 

 

 

RECOMMENDATION

Staff recommends that the City Council approve an increase to Purchase Order No. 2020-0324 from $15,000 to $40,215 for the contract services of Fernando Vargas for information system support for the remainder of fiscal year 2019/2020.
