Request City Council to (1) Ratify the Submission of a Grant Application to the LA84 Foundation for the Learn to Swim Grant in the Amount of $15,000; (2) Accept the Grant Award and Adopt Resolution No. 8552 Amending the Fiscal Year Budget; (3) Approve the Funding Agreement with LA84; and (4) Authorize the City Manager, or Designee, to Execute all Documents Necessary to Administer and Implement the Grant, Including any Related Agreements and Required Grant Documents.

RECOMMENDATION
Staff recommends that the City Council:
1) Ratify the submission of a grant application to the LA84 Foundation for the Learn to Swim Grant in the amount of $15,000;
2) Accept the grant award and adopt a resolution amending the Fiscal Year Budget;
3) Approve the Funding Agreement with LA84 and;
4) Authorize the City Manager, or designee, to execute all documents necessary to administer and implement the grant, including any related agreements and required grant documents.
BACKGROUND
On May 4, 2026, the Rialto Parks, Recreation, & Community Services Department was invited to apply for the 2025 LA84 Foundation Learn to Swim Grant. The grant was due on Friday, May 15, at 5:00 pm. This grant offers our Rialto residents the opportunity to reduce their registration payment to $20 per scholarship, while LA84 will sponsor $40. This funding enables the city to offer 375 subsidized swim lessons, ensuring that more children can learn vital water safety skills.
ANALYSIS/DISCUSSION
The Parks, Recreation & Community Services Department (PRCSD) actively seeks grant opportunities that enhance community programs and services. Due to a tight application deadline, the department submitted a grant application for the Learn to Swim Grant from the LA84 Foundation.
The LA84 Foundation provides funding to support aquatic programs in underserved communities. The grant will fund subsidized swim lessons at the Tom Sawyer throughout the year, ensuring more families in Rialto have access to affordable water safety education.
This grant supports PRCSD’s ongoing efforts to provide high-quality aquatic programs by making swim lessons more accessible and affordable for Drowning prevention and water safety education are essential, and the Learn to Swim program aims to equip youth with the necessary skills to stay safe in and around water.
To maximize community participation, PRCSD will implement a comprehensive marketing strategy to raise awareness about the program.
The goal is to ensure that as many children as possible in the community receive affordable, high-quality swim instruction. By eliminating financial barriers, this grant will provide youth with essential water safety skills to help prevent drowning incidents and promote lifelong confidence in the water.
This grant does not require matching funds from the City, making it a cost-effective opportunity to provide additional low-cost swim lessons throughout the year.

The City Attorney's Office has reviewed the budget resolution and agreement and approved them as to form.

Operating Budget Impact
There is no financial impact connected to this grant; however, a budget resolution is recommended to appropriate $15,000 of grant fund revenue for the Fiscal Year 2026-2027 budget in Account No. 22488813-47560
Capital Improvement Budget Impact
There is no impact on the Capital Improvement Budget.
