RECOMMENDATION

Staff recommends that the City Council approve an increase to the annual purchase order 25100124 with Pristine Uniforms, LLC, for Fiscal Year 2024/2025, in the amount of $65,000 for uniforms and safety equipment through June 2025, for the total purchase order amount of $160,000.

 

BACKGROUND

The Police Department currently uses Pristine Uniforms, LLC for the outfitting of new personnel with uniforms, including ballistic vest and safety equipment. The Rialto Police Department currently holds an open Purchase Order (PO) with Pristine Uniforms in the amount of $95,000 for Fiscal Year 2024/2025. This PO supports the procurement of uniforms and related equipment for sworn personnel, including officers preparing for or attending the San Bernardino County Sheriff’s Academy.

 

Over the past year, the department has experienced a significant increase in hiring due to attrition and expansion of sworn personnel and professional staffing levels. This has resulted in a greater demand for academy-specific uniforms and equipment than originally projected.

 

ANALYSIS/DISCUSSION

Pristine Uniforms is one of three uniform vendors with which the department currently holds contracts, the others being Galls, LLC and P&P Uniforms. However, Pristine Uniforms is the only vendor located within San Bernardino County and, more importantly, maintains an exclusive partnership with the San Bernardino County Sheriff’s Academy. This exclusive partnership makes Pristine Uniforms uniquely qualified to fulfill the department’s uniform and equipment needs, as they are the sole provider of Academy-specific uniforms and equipment.

 

All law enforcement agencies sending personnel to the San Bernardino County Sheriff’s Academy rely on Pristine Uniforms for their uniform and equipment needs. This established partnership ensures consistency, compliance, and operational readiness among all recruits. Due to the specialized nature of the required items, no other vendor is able to meet the Academy’s stringent standards for uniforms and equipment.

 

Pristine Uniforms is the only vendor capable of meeting the department’s uniform and equipment requirements for the San Bernardino County Sheriff’s Academy. Approval of this justification will allow the department to proceed efficiently with the procurement of uniforms and equipment, ensuring timely and proper preparation of personnel attending the Academy. This will allow the department to proceed without delays while maintaining compliance with Academy standards.

 

The Police Department is requesting an increase of $65,000 to the existing Purchase Order with Pristine Uniforms, bringing the total PO amount to $160,000 for Fiscal Year 2024/2025. This increase is necessary to meet the uniform and equipment needs of newly hired personnel, specifically those attending the San Bernardino County Sheriff’s Academy.

 

Department staff has worked with Procurement who determined this procurement is in full compliance with Section 2.48.280 of the Rialto Municipal Code, which permits sole-source purchasing for proprietary goods or services not available from multiple vendors. Pristine Uniforms’ exclusive relationship with the Sheriff’s Academy qualifies them as the sole-source provider for these items, ensuring that department personnel will be fully outfitted the equipped in accordance with Academy standards.

 

Staff is recommending that City Council approve an increase to PO No. 25100124 to a total purchase order amount of $160,000 to cover the increased expenses for fiscal year 2024/2025.

 

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

 

1)                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel- related actions, general policy and procedure making.

 

2)                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

The proposed action is consistent with the following goal of the city’s general plan:

 

Goal 5-8:  Provide effective and comprehensive policing services that meet the safety needs of Rialto.

FINANCIAL IMPACT

Operating Budget Impact

Sufficient funds are approved and available in General Fund Account No. 010-500-6150-2021 in the current fiscal year’s Budget for the increase of Pristine Uniforms, LLC’s Purchase Order No. 25100124 by an additional $65,000.

 

Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

 

Capital Improvement Budget Impact

This report does not impact the Capital Improvement Budget.

 

Licensing

The Rialto Police Department will be purchasing the uniforms and equipment from Pristine Uniforms, LLC, located in the City of Rancho Cucamonga, California. A business license is not needed from this vendor because the purchase of goods will be performed outside the City of Rialto.
