Request City Council to Authorize the Release of Bids for the Fire Station 201 Interior Improvement Project, City Project No. 25022.

RECOMMENDATION:

Staff recommends that the City Council authorize the release of bids for the Fire Station 201 Interior Improvement Project, City Project No. 25022.

 

BACKGROUND:

On the evening of May 11, 2024, an errant driver collided with the west side of Fire Station 201 (Headquarters) located at 131 S Willow Avenue, Rialto, CA.  The collision caused significant structural damage to the building, including flooding to the station as a result of fire sprinklers that were struck during the collision.  Fire staff were not injured as part of the accident.  To date, all Fire and EMS operations have continued at the station with only a brief interruption following the incident.

 

The Fire Station 201 Interior Improvements Project aims to repair significant structural damage to the building, flooring, kitchen, fire sprinklers, and living area caused by the May 11, 2024, accident.

 

FS 201 outside safety improvements are being addressed through the award of a construction contract on January 13, 2026, to Roadway Engineering & Construction Corp., in the amount of $937,665, City Project No. 25021.

 

ANALYSIS/DISCUSSION:

The Project consists of structural repairs to the building, flooring, kitchen, fire sprinklers, and living area at Fire Station 201 to restore the use of the kitchen and living areas and other common areas used by the Fire and EMS staff.  The structural and interior rehabilitation plans were submitted by SVA Architecture to the Building & Safety department for review and approval.

 

Staff coordinated SVA Architecture for preparation of the construction plans, specifications and estimates per their on-call professional architectural services agreement.  The project design is completed, and the project is substantially ready to bid for construction bids.

 

The tentative timeline for the award is as follows:

 

Anticipate Release of Bids to be Issued                      March 2026

Anticipate Award by City Council                      April 2026

Anticipate Start of Construction                     May 2026

Anticipate Construction Completion                     November 2026

 

ENVIRONMENTAL IMPACT:

The requested action is not a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3 in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 5-3.1:                     Provide for fire personnel, equipment, and fire stations to have adequate and appropriate resources to meet the needs and serve all areas of Rialto.

 

LEGAL REVIEW:

The City Attorney’s Office has reviewed the staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact:

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact:

The proposed action will not affect the Capital Improvement Budget.

 

Staff will return to the City Council for approval of a budget resolution to appropriate the necessary project funds at the time of contract award recommendation and construction authorization.

 

Licensing

A business license application and payment of a business license tax are not required for this action.
