BACKGROUND

In alignment with the goals of the REAP 2.0 (Regional Early Action Planning) grant program, the Southern California Association of Governments (SCAG) partnered with the region’s six County Transportation Commissions to launch the CTC Partnership Program. This initiative supports the development of plans and programs aimed at reducing vehicle miles traveled (VMT) with a strong connection to housing, while advancing other REAP 2.0 objectives. The program is administered by the San Bernardino County Transportation Authority (SBCTA).

 

ANALYSIS/DISCUSSION

The City of Rialto was awarded $303,787 for the Downtown Complete Streets Study, Design & Outreach project. This initiative will develop a comprehensive, integrated multimodal transportation network in Downtown Rialto to support future housing development. The project will identify priority infrastructure improvements to connect key active transportation nodes, including the Rialto Metrolink Station, city-owned sites designated for affordable housing, and the future extension of the Pacific Electric (PE) Trail.

 

The City’s Downtown Vision and Strategic Plan (2010) outlines a blueprint for a vibrant downtown that promotes economic activity, civic identity, and cultural vitality. To maximize resources and focus on implementation, staff recommends selecting a project from this existing plan, which was developed through extensive public engagement.

 

Exhibit A outlines five potential projects that align with the objectives of both the Downtown Complete Streets initiative and the Rialto Downtown Vision and Strategic Plan.

 

RECOMMENDATION

Staff recommends that the Economic Development Committee receive and review this report, discuss the five proposed project options, and select one for implementation.
