Body

RECOMMENDATION

Staff recommends that the City Council:

1)                     Adopt a Resolution to accept funding for the Rialto Bike Share Program from Clean Mobility Options (CMO) in the amount of $300,000 and amend the Fiscal Year 2026-2027 budget; and

2)                     Authorize the City Manager of their designee to execute all related documents.

BACKGROUND

On October 20, 2020, the City of Rialto applied for $1,000,000 to establish a bike share program, with no grant match requirements, through the Clean Mobility Options (CMO) Pilot Program.

On February 12, 2021, the City of Rialto received notice from CMO that the City was conditionally approved for funding, and on April 16, 2021, the City of Rialto received a Notice of Proposed Award from CMO in the amount of $1,000,000.

On June 8, 2021, the City Council adopted Resolution No. 7733, accepting the CMO Voucher Pilot Program in the amount of $1,000,000. City Council awarded a Professional Services Agreement to Drop Mobility, in the amount of $1,100,000, for the Bike Sharing Implementation Program, City Project No. 170810.

On July 25, 2023, the City Council approved the Parks, Recreation & Community Services Department to submit a grant application for a Window 1 Mobility Project Voucher (MPV) under the CMO program for additional funding connected to Rialto’s Bike Share Program.

On November 20, 2023, the CMO Program Manager approved Rialto’s additional funding application, awarding the city of Rialto an additional $493,707.48.

On August 12, 2024, the City Council accepted the award of $493,707.48 from Clean Mobility Options and approved Resolution No. 8280, amending the budget, adding additional funds to the Bike Share Program.

On December 17, 2025, CMO announced an additional funding opportunity that will allow the grant awardee to designate these additional funds to the fourth year of operation in the amount of $300,000.

ANALYSIS/DISCUSSION

The Clean Mobility Options Voucher Pilot Program (CMO) provides voucher-based funding for zero-emissions car sharing, carpooling/vanpooling, bike sharing/scooter sharing, innovative transit services, and ride-on-demand services in California’s historically underserved communities.

When the City of Rialto applied for this grant in 2020, no one anticipated the rising costs due to inflation and the additional man-hours needed for this program. In 2023, we applied for additional funds available to offset the rising costs connected to inflation. In 2025, an additional $300,000 was announced by Cal Start and CMO to fund year four of this program. These funds will be dedicated to the rising costs connected to maintaining the bikes and operations.

These additional grant dollars have no match. The additional $300,000 will go towards paying the City Council-approved contractor, Drop Mobility, for the following services:

•                     Direct Labor of the contractor

•                     Fringe Benefits (10%) of the contractor

•                     Equipment maintenance of City Bikes

ENVIRONMENTAL IMPACT

The proposed request is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to section 15378(b), a project does not include: (5) Organization or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

GENERAL PLAN CONSISTENCY

This action is consistent with the City of Rialto General Plan Guiding Principles:

Guiding Principle 3: The City government operates in an open, transparent, and responsive manner that meets the needs of residents and enhances quality of life.

Guiding Principle 4: We will create transportation alternatives that allow us to walk, bike, and use public transportation to travel within our community and reach regional destinations.

LEGAL REVIEW

The City Attorney's Office has reviewed the resolution and approved it as to form.

FINANCIAL IMPACTS

Operating Budget Impact

There is no financial impact to the General Fund.  This is not a grant match required grant. If accepted, the funds are administered by a third party (CMO) who seeks the City’s approval before releasing payments to Drop Mobility. Payment requests are fully vetted by City staff before moving forward to the City Manager for payment approval signature.

Capital Improvement Budget Impact

There is no impact on the Capital Improvement Budget.

Licensing

This action does not require a business license.
