Site Characteristics

The project site is a triangular-shaped piece of land comprised of one (1) parcel. The parcel is 5.93 acres in size with approximate dimensions of 447 feet (east-west) on the south property line by 821 feet (north-south) on the west property line along North Eucalyptus Avenue. The terrain is generally rugged, uneven, and sloped downwards from west to east. The total average slope is 12.5%. The project site is primarily vacant, except for an existing 1,735 square-foot single-family home located in the southwestern most portion of the parcel.  Additionally, the project site is located within the Alquist-Priolo Earthquake Fault Zone.

 

Surrounding Area

The project site is bound on the west by an existing segment of Eucalyptus Avenue.  To the north and east of the project site is approximately 29.5 acres of vacant land designated as open space/habitat for the Riversidean Alluvial Fan Sage Scrub (RAFSS) and the San Bernardino Kangaroo Rat (SBKR).  To the south is an existing single-family residence, and to the west, across Eucalyptus Avenue is Frisbie Park and several existing single-family residences.

 

ANALYSIS/DISCUSSION:

 

Project Proposal

The applicant filed Tentative Parcel Map No. 2025-0001, also known as Tentative Parcel Map 20047, to subdivide the project site into two (2) new parcels of land (Exhibit B).  According to Section 18.10.030 of the Rialto Municipal Code, new parcels within the R-1A zone require a minimum lot area of 8,400 square feet, a minimum lot width of 80 feet, and a minimum depth of 100 feet. The specifications of the proposed parcels are shown in the chart below:

As shown in the chart, each of the proposed parcels will exceed the minimum size requirements of the R-1A zone.

 

The tentative parcel map will subdivide the project site based upon the terrain of the project site.  Parcel 1 will contain the existing single-family residence and the land at the highest-grade elevation of the project site, and Parcel 2 will consist entirely of vacant land on the slope and at the lowest-grade elevation of the project site.  No development is proposed for Parcel 2 at this time.

 

Access

Vehicular access to Parcel 1 will continue to be provided via an existing driveway connected to Eucalyptus Avenue that serves the existing single-family residences.  The western edge of Parcel 2 will have frontage along Eucalyptus Avenue for future access.

 

Conclusion

The Planning Division and the Public Works Engineering Division have reviewed Tentative Parcel Map No. 25-0001. The tentative parcel map complies with both State and City of Rialto requirements for subdivisions. Tentative Parcel Map No. 25-0001 meets the technical standards of the R-1A zone.

 

GENERAL PLAN CONSISTENCY:

 

The project is consistent with the following goals of the Land Use and Housing Elements of the Rialto General Plan:

 

Goal 2-19:  Encourage neighborhood preservation, stabilization, and property maintenance.

 

Goal 6-2:  Promote and encourage housing development that adequately meets the needs of all socioeconomic segments of the community and region.

 

ENVIRONMENTAL IMPACT:

 

California Environmental Quality Act

The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA).  The project qualifies as a Class 15 exemption under CEQA Guidelines Section 15315 - Minor Land Divisions.  Section 15315 allows for exemption of a project consisting of the division of property in an urbanized area zoned for residential, commercial, or industrial uses into four (4) or fewer parcels when the division is in conformance with the General Plan and zoning, no variances or exceptions are required, all services and access to the involved parcels to local standards are available, the parcel was not involved in a division of a larger parcel within the previous two (2) years, and the parcel does not have an average slope greater than 20 percent.

 

PUBLIC NOTICE:

 

The City published a public hearing notice for proposed project in the San Bernardino Sun newspaper, mailed public hearing notices to all property owners within 660 feet of the project site, and posted copies of the public hearing notice outside the Council Chambers.

 

RECOMMENDATION:

 

The Planning Division recommends that the Planning Commission:                      

 

1.                     Adopt the attached Resolution (Exhibit C) to approve Tentative Parcel Map No. 25-0001 (TPM 20047), based upon the findings and subject to the conditions therein.
