RECOMMENDATION
Staff recommends that City Council:
1) Adopt a resolution approving Parcel Map 20809 for the subdivision of two parcels located at the southwest corner of Locust Avenue and Lowell Street within the General Manufacturing (I-GM) Land Use District of the Rialto Airport Specific Plan, into one parcel of land; and
2) Authorize the City Manager or their designee to execute all related documents.
BACKGROUND
On January 27, 2026, the City of Rialto City Council conditionally approved Tentative Parcel Map (TPM) No. 2023-0006, which has been assigned TPM No. 20809 by the San Bernardino County Recorder’s Office. A copy of the City Council staff report is included as Attachment 1. TPM No. 20809 shows the subdivision of approximately 38.89 acres of land into one 38.89 gross acre parcel of land (APN: 0239-192-23) located at the southwest corner of Locust Avenue and Lowell Street within the General Manufacturing (I-GM) Land Use District of the Rialto Airport Specific Plan.
ANALYSIS/DISCUSSION
IV5 Locust Gateway LLC (the “Subdivider”) requests that the City Council approve Parcel Map (PM) 20809 to subdivide 38.89 acres of land located at the southwest corner of Locust Avenue and Lowell Street, within the General Manufacturing (I-GM) Land Use District of the Rialto Airport Specific Plan, into one parcel of land. A copy of PM 20809 is included as Attachment 2. The subdivision is required to construct, but is not limited to, public improvements such as asphalt pavement removal and restoration, curb & gutter, sidewalk, streetlights, landscaping & irrigation, on-site public water main, undergrounding of overhead utilities, and signing & striping. The Subdivider has submitted a Subdivision Improvement Agreement (SIA), with necessary bonds, to guarantee completion of the remaining public improvements. A copy of the SIA is included as Attachment 3. A copy of the Disclosure Statement is included as Attachment 4.
The City Engineer has determined that the conditions of approval associated with TPM 20809 have been satisfied, PM 20809 is in substantial conformance with TPM 20809, and that PM 20809 is ready for City Council approval.
Approval of a PM is a ministerial action, and the City Council cannot condition its approval of the PM and cannot impose new conditions on the project that were not previously identified at the time the TPM was approved.
ENVIRONMENTAL IMPACT
An Environmental Impact Report (EIR), reviewed under Environmental Assessment Review No. 2023-0051, was prepared to comply with the California Environmental Quality Act (CEQA). The EIR was approved by the City Council on January 27, 2026, and is on file with the Planning Division.
GENERAL PLAN CONSISTENCY
The project is consistent with the following goals of the Land Use Element of the Rialto General Plan:
Goal 2-16: Improve the architectural and design quality of development in Rialto.
Goal 2-19: Encourage neighborhood preservation, stabilization, and property maintenance.
Goal 2-21: Ensure high-quality planned developments in Rialto.
LEGAL REVIEW
The City Attorney’s Office has reviewed the resolution and approved it as to form.
FINANCIAL IMPACT
Operating Budget Impact
Completion of subdivision public improvements adds an estimated value of $1,210,890.24 to the City street system based on the Governmental Accounting Standards Board 34 (GASB34) for this specific project.
Capital Improvement Budget Impact
The proposed action will not affect the City’s Capital Improvement Budget.
Licensing
Before execution of any issued On-Site or Off-Site Construction Permits, the Subdivider secured a business license application and paid a Business License tax at the Contractors rate, as well as Administration and State fees for his contractors performing any improvements and shall renew accordingly.
