Title

Request City Council to Approve a Services Agreement with Judge Netting Inc. of Garden Grove, CA in the amount of $19,900 for Replacement of the Outfield Baseball Netting at Frisbie Park.

Body

BACKGROUND

During the planning stages of the SR-210 freeway in 2007, the need for a protective net along the northern side of Frisbie Park was identified to prevent flying baseballs onto the freeway area.  Due to a construction oversite and the beginning of the winter baseball activities accelerated the need to complete the netting installation in an expedient manner.  Prior to the opening of the freeway, notification was provided to SANBAG and the City that the opening of the freeway would be delayed unless a solution was found.

On September 4, 2007, City Council ratified findings of an emergency for the installation of protective netting at Frisbie Park as a solution to prevent baseballs from landing on the freeway.  Judge Netting Co., of Costa Mesa was contacted to supply the material, labor and equipment needed to install 882 linear feet of 40 feet high netting connected to the top of the existing perimeter fence.

Over the years the netting has deteriorated and now has holes where a ball can penetrate the netting. A support cable has also broken, requiring the full replacement of the netting and necessary hardware.

ANALYSIS/DISCUSSION

On April 15, 2021, the City’s Procurement Department released RFB No. 21-043 for replacement of the old existing outfield baseball netting at Frisbie Park and published the Notice Inviting Bids in the San Bernardino County Sun, on the City of Rialto website, and on the PlanetBids.com website.  A copy of the RFB is included as Attachment 1.

On May 7, 2021, the City received two (2) bids in response to RFB No. 21-043, tabulated in Table 1 below:

TABLE 1

The lowest responsible and responsive bid was $19,900 submitted by Judge Netting Inc. of Garden Grove, CA.  Staff reviewed the bid and found Judge Netting Inc. to be properly licensed and qualified.  Judge Netting Inc. Disclosure Statement, Contractor’s License, and DIR Registration documents are included as Attachment 2.  Staff recommends that the City Council accept the bid received from Judge Netting, Inc. as the lowest responsible and responsive bid.  A Professional Services Agreement with Judge Netting, Inc. for the installed Outfield Baseball Netting at Frisbie Park is included as Attachment 3.
