RECOMMENDATION

Staff recommends that the City Council:

1)                     Approve a Professional Services Agreement with Insight Public Sector, Inc., substantially similar to the agreement attached to the staff report for Arctic Wolf Security Operations Solutions in the amount of $110,225.83; and,

2)                     Authorize the City Manager or their designee to execute all related contract documents.

 

BACKGROUND

In Fiscal Year 2024/2025, the City solicited the services of Insight Public Sector (Insight) for cybersecurity.  The services provided by Insight were secured on an annual basis.

 

Insight’s services have been publicly advertised through the OMNIA Partners cooperative purchase program, more specifically, OMNIA Partners Cooperative Agreement Contract #23-6692-03.  OMNIA Partners is the largest group purchasing organization in North America, offering the collective buying power of its members to negotiate better pricing and terms with suppliers.  The City of Rialto is an OMNIA Partners member.

 

ANALYSIS/DISCUSSION

Insight’s Arctic Wolf Security Operations is a cybersecurity platform that provides security monitoring to detect and respond to cyber threats, with a focus on providing managed security services to small and mid-market organizations.  The company protects over 10,000 organizations worldwide through its Aurora Platform, which analyzes more than seven trillion security events each week.

 

Arctic Wolf's Managed Detection and Response provides 24/7 monitoring of networks, endpoints, and cloud environments to detect, respond to, and remediate modern cyber-attacks.  The solution is built on Arctic Wolf's open XDR platform, which serves as a foundation for unified security operations.

 

Since the beginning of the City’s use of Artic Wolf, it has successfully blocked numerous cyberattack attempts against the City, including:

                     220+ million proactive "observations" made based on City hardware, software, and network activity in July 2025.

                     247 security investigations were opened proactively on the City’s behalf in FY 2024/2025.

                     99 various types of alerts were sent to the City in FY 2024/2025.

 

The proposed services include several key components based on the OMNIA Partners contract, which is included in this staff report as Attachment 1, and includes:

 

1.                     Total Licensing Coverage: The agreement provides licensing for 400 users and 60 servers, ensuring comprehensive coverage across the City's IT infrastructure.

2.                     Managed Detection and Response (MDR): MDR solutions combine human expertise with technology to provide continuous monitoring, threat detection, and response without requiring additional internal staff.  This includes monitoring of the City's networks, endpoints, and cloud environments.

3.                     Office 365 Protection: Specific coverage for the City's Office 365 environment, protecting against email-based threats and cloud application security risks.

4.                     Log Retention Services: One-year log retention capability that enables thorough investigation and compliance with data retention requirements.

5.                     Concierge Security Team: The Concierge Security Team serves as a single point of contact and trusted security operations expert, providing personalized support and strategic guidance.

 

ENVIRONMENTAL IMPACT

The requested City Council action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

This action is consistent with Guiding Principle 3 in the City of Rialto’s General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

LEGAL REVIEW

The City Attorney's Office has reviewed the agreement and approved it as to form.

 

FINANCIAL IMPACT

Operating Budget Impact

The Professional Services Agreement with Insight Public Sector, Inc., for Artic Wolf Security Operations Solutions in the amount of $110,225.83 will be funded from the Contract Services Account No. 10102152-52011.

 

Capital Improvement Budget Impact

There is no impact on the Capital Budget with the approval of this Agreement.

 

Licensing

Prior to execution of the Professional Service Agreement, the vendor shall submit a business license application and pay a Business License tax at the rate of $179 as well as Administration and State fees.
