BACKGROUND:

The Rialto Police Department has long recognized body-worn camera technology as a critical tool for officer accountability, transparency, evidence collection, and public trust. As one of the earliest law enforcement agencies in the nation to fully deploy body-worn cameras, the Rialto Police Department has consistently demonstrated its commitment to leveraging technology to improve policing outcomes and strengthen community confidence.

On November 25, 2025, the City Council approved the Axon Officer Safety Plan 10 (OSP10), a comprehensive public safety technology platform that consolidated the Department’s body-worn cameras, in-car camera systems, conducted energy weapons, digital evidence management, virtual reality training, drone technologies, and real-time intelligence capabilities under a single long-term agreement.  The OSP10 platform established a scalable technology framework designed to support the Department’s operational needs for years to come.

Since approval of OSP10, the Department has experienced continued staffing growth, organizational expansion, and increased operational demands associated with specialty assignments, training functions, investigations, and field operations.  To ensure all personnel have access to the same modern body-worn camera technology and to maintain full integration within the Department’s evidence management ecosystem, staff is requesting authorization to add additional body-worn camera units and associated services to the existing OSP10 agreement.

ANALYSIS/DISCUSSION:

Body-worn cameras have become an indispensable component of modern public safety operations, providing an objective record of interactions, enhancing transparency, strengthening accountability, improving evidence collection, and protecting both employees and the community.  As the Rialto Police Department continues to grow and expand its operational capabilities, maintaining sufficient body-worn camera resources for both sworn and non-sworn personnel is critical to ensuring consistent documentation, compliance with departmental policies, and seamless integration within the Department’s digital evidence management system.  The proposed amendment to the Axon Officer Safety Plan 10 (OSP10) agreement will provide additional body-worn cameras, software licenses, storage, and supporting infrastructure necessary to meet current operational demands while accommodating future organizational growth.  By expanding the Department’s existing body-worn camera inventory under the OSP10 platform, the City will maintain a standardized technology solution that promotes efficiency, interoperability, transparency, and accountability across all areas of public safety operations.

The additional cameras will support deployment to newly hired personnel, specialty assignments, professional staff members whose duties require field interaction, evidence collection personnel, community engagement staff, and other designated employees who routinely interact with the public. Expanding deployment capabilities ensures the Department can maintain consistent documentation standards while preserving the operational and evidentiary benefits associated with a fully integrated body-worn camera program.

In addition to expanding the Department's body-worn camera deployment capabilities, the proposed amendment further enhances the Rialto Police Department's Real-Time Crime Center (RTCC) ecosystem through the acquisition of one hundred fifteen (115) additional Axon FUSUS CORE devices.  The FUSUS CORE platform serves as a critical component of the Department's real-time intelligence infrastructure by allowing voluntary integration of public and private camera systems into a centralized platform that supports crime prevention, emergency response, investigations, and situational awareness.

The Rialto Police Department has utilized the FUSUS platform since 2020 and has successfully integrated the technology into daily public safety operations.  Through the Department's RTCC, FUSUS provides officers, dispatch personnel, investigators, and crime analysts with access to real-time information from multiple technology systems, creating a unified operational picture during critical incidents.  The expansion of the FUSUS CORE program will significantly increase the Department's ability to establish a connected public safety network throughout the community by allowing participating businesses, schools, houses of worship, critical infrastructure locations, and other community stakeholders to voluntarily integrate camera systems into the platform.

A significant benefit of the FUSUS platform is its emphasis on voluntary participation, transparency, and accountability. Community partners retain control of their camera systems while choosing their desired level of participation.  The platform provides robust auditing capabilities that document all system access and activity, ensuring transparency and accountability while balancing public safety needs with privacy considerations.  This collaborative approach strengthens partnerships between the Police Department, local businesses, and the community while creating a force multiplier that extends the Department's ability to rapidly access critical information during emergencies and criminal investigations.

The acquisition of these additional FUSUS CORE devices directly supports the City's investment in the Department's RTCC and complements the broader Axon technology ecosystem already established through the OSP10 platform.  Integrating these devices within the existing Axon environment allows the Department to leverage a fully connected public safety technology solution that combines body-worn cameras, digital evidence management, real-time intelligence, drone operations, automated license plate recognition systems, and community-based camera integrations into a single operational platform.  This interoperability enhances efficiency, improves information sharing, and positions the Rialto Police Department to continue utilizing advanced technologies to meet the evolving public safety needs of the community.

Together, the expansion of both the Department's body-worn camera inventory and the FUSUS CORE network will further strengthen operational effectiveness, officer safety, transparency, accountability, and real-time intelligence capabilities throughout the organization.  These technologies work in concert to provide officers and professional staff with the tools necessary to document interactions, collect and preserve evidence, improve investigative outcomes, and maintain public trust through increased transparency and accountability.  The addition of these devices will ensure that newly hired personnel, specialty assignment staff, training personnel, and operational units have access to the same standardized technology platform currently deployed throughout the Department.  Utilizing the existing OSP10 framework eliminates the need for a separate procurement process, maintains consistency in equipment and software standards, and allows the Department to continue benefiting from negotiated pricing, technology refresh schedules, unlimited evidence storage, and long-term warranty protections already established under the agreement.

Integrating these additional devices into the existing Axon ecosystem also avoids the inefficiencies and costs associated with managing multiple technology and evidence management platforms.  All digital evidence will continue to be securely stored, managed, shared, redacted, and retained through the Department's centralized Axon Evidence platform, ensuring compliance with applicable state retention requirements, evidentiary standards, and public records obligations while providing a scalable foundation for future technological advancements.

The proposed amendment also supports the continued expansion of the Department's Axon Fleet 3 in-car camera program as new patrol vehicles are placed into service.  The Rialto Police Department currently utilizes Axon Fleet 3 technology throughout its patrol fleet to provide synchronized in-car audio and video recording that complements the Department's body-worn camera and digital evidence management systems.  As additional patrol vehicles are deployed, the requested equipment will provide the necessary Fleet 3 hardware, including forward and rear-facing cameras, mobile routers, battery systems, and signal activation units, ensuring each vehicle is equipped with the same standardized technology platform.

The Axon Fleet 3 system enhances officer safety, accountability, and investigative capabilities by providing multiple synchronized video perspectives during law enforcement contacts.  Fleet 3 seamlessly integrates with the Department's body-worn cameras and Axon Evidence platform, allowing a single incident to be captured from multiple vantage points while automatically associating all digital evidence within one centralized case file.  The system also provides live streaming capabilities, GPS vehicle location, wireless activation through emergency equipment, secure cloud storage, and remote evidence retrieval, improving operational awareness and investigative efficiency.

In addition to enhancing transparency and evidentiary integrity, the Fleet 3 platform serves as a valuable training and risk management tool by providing objective documentation of officer performance, critical incidents, and citizen interactions.  The technology assists with criminal investigations, administrative reviews, and prosecutorial case preparation while reducing the time required to investigate complaints and use-of-force incidents.  When combined with the Department's body-worn cameras, FUSUS CORE devices, Real-Time Crime Center, drone operations, and digital evidence management platform, the continued deployment of Axon Fleet 3 further advances the Department's comprehensive public safety technology strategy and reinforces its commitment to professionalism, accountability, and community trust.

Axon Enterprise, Inc. is currently contracted through the City’s existing Master Services and Purchasing Agreement and Officer Safety Plan 10 program.  The proposed acquisition is an amendment to an existing agreement and remains eligible under the cooperative purchasing authority provided through Sourcewell Contract No. 101223-AXN.  Pursuant to Rialto Municipal Code Section 2.48.430, cooperative purchasing agreements may be utilized when determined to be in the best interest of the City.  Utilizing the existing OSP10 framework allows the City to maintain standardized technology, leverage previously negotiated pricing, avoid duplication of procurement efforts, and maximize the value of the Department's long-term investment in integrated public safety technology.

The requested amendment represents a prudent and strategic investment in the Department’s ongoing commitment to transparency, accountability, officer safety, and effective public service.  By expanding the Department’s body-worn camera inventory, Fleet camera inventory and FUSUS CORE network under a single integrated technology platform, the City will further enhance real-time intelligence capabilities, strengthen evidence collection and management processes, improve operational efficiency, and support collaborative public safety partnerships throughout the community.  As the Rialto Police Department continues to evolve, maintaining adequate technology resources for both sworn and non-sworn personnel is essential to supporting daily operations, preserving evidentiary integrity, and meeting community expectations for professional, transparent, and data-driven policing.  Approval of this amendment will allow the Department to build upon its existing technological foundation while providing the scalability, flexibility, and interoperability necessary to meet current operational demands and future public safety challenges.
