RECOMMENDATION:

Staff requests that the City Council:

1)                     Authorize a purchase order to PSOMAS in the amount of $143,540.00, pursuant to their on-call professional services agreement for professional civil engineering services for design of the Residential Streets Rehabilitation - Zone 3 Phase I project, City Project No. 26083;

2)                     Authorize a purchase order to Michael Baker in the Amount of $159,615.00, pursuant to their on-call professional services agreement for professional civil engineering services for design of the Residential Streets Rehabilitation - Zone 3 Phase II project, City Project No. 26084; and

3)                     Authorize the City Manager or their designee to execute all related documents.

 

BACKGROUND:

On May 27, 2025, the City Council approved the draft of the Fiscal Year 2026-2030 Five-Year Capital Improvement Plan.  Approximately $6,400,000 was programmed for all phases of a pavement management program project for FY 2025-2026.

 

On June 10, 2025, the City Council adopted Resolution No. 8357, adopting a list of projects funded by Senate Bill 1: The Road Repair and Accountability Act of 2017 for Fiscal Year 2025/2026. From the list, Residential Streets Rehabilitation - Zone 3 Phase I & II, City Project No. 26083 & 26084 were identified to address an area of the City that has received numerous resident calls and requests for rehabilitation over the last several years.

 

ANALYSIS/DISCUSSION:

On November 15, 2022, the City Council approved an on-call agreement with PSOMAS and Michael Baker for On-Call Professional Civil Engineering Services for an initial three-year term, with two optional one-year extensions.  PSOMAS submitted a cost proposal for Zone 3 Phase I, City Project No. 26083 to the City for the roadway rehabilitation design for the streets listed in Table 1 - Zone 3 Phase I below.  Figure 1 is included in Attachment 1 to depict the location of the streets designated for rehabilitation.  Work generally includes roadway rehabilitation and construction of curb ramps to current standards.

In addition, Michael Baker submitted a cost proposal for Zone 3 Phase II, City Project No. 26084 to the City for the roadway rehabilitation design for the streets listed in Table 2 - Zone 3 Phase II below.  Figure 2 is included in Attachment 1 to depict the location of the streets designated for rehabilitation and construction of curb ramps to current standards.

Staff has reviewed and recommends approval of the proposal provided by PSOMAS and Michael Baker based on their experience with civil design.  PSOMAS provided a fee proposal in the amount of $143,540, and Michael Baker provided a fee proposal in the amount of $159,615 for the paving design and specifications for the project phases.  A copy of PSOMAS' proposal is included as Attachment 2, and a copy of PSOMAS’s Disclosure Statement is included as Attachment 3.  A copy of Michael Baker’s proposal is included as Attachment 4, and a copy of Michael Baker’s Disclosure Statement is included as Attachment 5.

 

ENVIRONMENTAL IMPACT:

Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (CEQA).  The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment, and which are exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared to be categorically exempt from the requirement for the preparation of environmental documents.  In accordance with Section 15301 “Existing Facilities,” Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities; therefore, the Residential Streets Rehabilitation - Zone 3 Phase I, City Project No. 26804 and Zone 3 Phase II, City Project No. 26084 are considered categorically exempt from CEQA, and Notice of Exemptions will be prepared and filed with the San Bernardino County Clerk.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3 in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 4-1:                     Provide transportation improvements to reduce traffic congestion associated with regional and local trip increases.

 

Policy 4-1.1:                     Establish and maintain standards for a variety of street classifications to serve both local and regional traffic, including Major Arterial Highways, Major Arterials, Secondary Arterials, Collector Streets, and Local Streets.

The City Attorney’s Office has reviewed the staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact:

There is no impact to the Operating Budget.

 

Capital Improvement Budget Impact:

These projects are part of the City’s draft Fiscal Year 2026-2030 Capital Improvements Program with the Pavement Management Program.  Both projects programmed for Fiscal Year 2025-2026 with an estimated budget of $6,400,000, funded through SB1 Gas Tax fund, Account No. 22037305-53001.

 

Residential Streets Rehabilitation - Zone 3 Phase I, City Project No. 26083 has an estimated project budget of $3,420,000 funded through the SB1 Gas Tax fund. The contract change order for Psomas in the amount of $143,540 will be funded through the SB1 Gas Tax fund, Account No. 22037305-53001-26083-01.

 

In addition, Residential Streets Rehabilitation - Zone 3 Phase II, City Project No. 26084 has an estimated project budget of $2,980,000 funded through the SB1 Gas Tax fund. The Contract Change Order for Michael Baker in the amount of $159,615 will be funded through the SB1 Gas Tax fund, Account No. 22037305-53001-26084-01.

 

Licensing

Approval of this action does not require a Business License application and payment of a Business License tax.
