RECOMMENDATION:
Staff recommends that the City Council:
1) Adopt a Resolution Establishing the New Classification Specification of Emergency Manager at Range 5100A ($8,231- $11,030 monthly); and
2) Approve the Updated Classification Specification of Human Resources/ Risk Manager.
BACKGROUND:
Earlier this fiscal year, during the 2025-2026 Mid-year budget process, the classification of Emergency Manager was approved with the intent to bring back the salary and the classification specifications as a separate City Council item for approval. With the Human Resources/ Risk Manager position, difficulty in recruiting for this position revealed that minor modifications to the class specs needed to be made to provide for greater flexibility when considering potential candidates for this position.
Provisions in the Personnel Rules and Regulations Rule III, Section 2, state that before the classification plan or any part of the plan becomes effective, it shall be first approved in whole or in part by the City Council through adoption of a Resolution.
ANALYSIS/DISCUSSION:
The single-position classification of Emergency Manager was approved during the 2025-26 mid-year budget process with the intent to bring back the salary plan and the class specs as a separate City Council item for review and approval. The Emergency Manager position will report directly to the Fire Chief or their designee and will administer and coordinate Citywide Emergency Management Programs in accordance with federal, state, and local laws. Particularly, this position will manage emergency and disaster preparedness programs, including assessing and developing functional exercises to facilitate the readiness of City personnel and residents to respond to emergencies and disasters. The incumbent will also respond to the City Emergency Operations Center in the event of an emergency or disaster within the City. Placement on the Classification and Compensation Plan at range 5100A is attached to this report as Attachment 1, and the classification specification is attached as Attachment 2.
After the recruitment for the Human Resources/ Risk Manager yielded no qualified candidates, a comprehensive review of this classification specification was conducted to determine if the support service functions within the classification were properly aligned with the needs of the City and with industry standards. The current class specification required minimal revisions to create distinguishing characteristics for the administration of Human Resource functions and have it evenly distributed along with the functions of Risk Management. These updates also require City Council approval. The revised classification specification is included as Attachment 3.
ENVIRONMENTAL IMPACT:
The request is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

FINANCIAL IMPACT
Operating Budget Impact:
There is no fiscal impact to the FY 25/26 budget as this position was approved during the December 11, 2025, mid-year budget presentation and added to the department budget at that time.
Capital Budget Impact:
This action has no impact on the Capital Fund Budget.
