Request City Council to Authorize the Release of Bids for the Construction of the Terra Vista Drive Neighborhood Safe Routes to School Infrastructure Implementation ATPSB1L-5205(029) City Project No. 200813.

BACKGROUND

The Active Transportation Program (ATP) was created by Senate Bill 99 (Chapter 359, Statutes of 2013) and Assembly Bill 101 (Chapter 354, Statutes of 2013) to encourage increased use of active modes of transportation, such as biking and walking.

 

On August 25, 2015, the City Council accepted ATP grant funds and subsequently awarded a professional services agreement with Alta Planning + Design (Alta) for the development of the ATP, Safe Routes to Schools (SRTS) Program Plan.  Alta issued various reports detailing assessments, findings, recommendations, and prioritization of improvements and activities relating to the SRTS Plan.  City Council approved the infrastructure prioritization report issued by Alta on April 10, 2018.

 

On June 11, 2019, the City Council approved the SRTS Plan.  The City subsequently applied for ATPSB-1 funding to begin SRTS implementation.

 

On May 21, 2019, the Public Works Department received award letters from the Southern California Association of Governments (SCAG) announcing that the City of Rialto received a grant award for the design and construction of the Terra Vista Drive Neighborhood SRTS Infrastructure Improvements in the amount of $663,000.

 

On December 8, 2020, the City Council approved an agreement with TKE Engineering, Inc. for the Design of the project. 

 

The Terra Vista Drive Neighborhood SRTS Improvement Project’s total estimated cost is $662,371, which includes $582,371 for construction costs and $130,000 in soft costs (Design, Construction Management, Inspection, and Project Management).

 

On May 17, 2023, the project went to the California Transportation Commission for approval of funding allocation for construction.

 

ANALYSIS/DISCUSSION

The Terra Vista Drive Neighborhood SRTS Infrastructure Improvements include the construction of high-visibility ladder crosswalks, Americans with Disabilities Act (ADA) compliant curb ramps, sidewalk, curb and gutter gap closures, installation of Speed Feedback signs, Rectangular Flashing Beacons and Class II Bike facilities near Fitzgerald Elementary School and Kucera Middle School.  Traffic calming striping and ADA-compliant curb ramps, with sidewalk gap closure along Casa Grande Drive, is also included to provide continuous pedestrian access and connectivity in the Terra Vista neighborhood.  Construction of facilities must conform to the general design criteria for non-motorized facilities as outlined in the Caltrans Highway Design Manual, the Caltrans Standard Plans, and the California Manual of Uniform Traffic Control Devices.

 

The tentative timeline for the award is as follows:

 

Anticipate Release of Bids to be Issued                      July 2023

Anticipate Award by City Council                      September 2023

Anticipate Start of Construction                     October 2023

Anticipate Construction Completion                     December 2023

 

ENVIRONMENTAL IMPACT

Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental Quality Act (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents. In accordance with 14 CCR Section 15301 “Existing Facilities,” Class 1 projects consist of the repair, maintenance, or minor alteration of existing structures and facilities; therefore, the construction of high-visibility ladder crosswalks, ADA compliant curb ramps, sidewalk, curb and gutter, installation of Speed Feedback signs, Rectangular Flashing Beacons and Class II Bike facilities, City Project 200813 is considered categorically exempt from CEQA.  Staff has prepared and filed a Notice of Exemption for the project, included as Attachment 1.

 

GENERAL PLAN CONSISTENCY

The City of Rialto General Plan establishes various guiding principles, goals and objectives through which the City looks to improve the community and protect the quality of life for our residents.  This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 3-6:                     Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

 

LEGAL REVIEW

The City Attorney has reviewed and supports this staff report.

FINANCIAL IMPACT

Operating Budget Impact:

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact:

The currently adopted project budget for the Terra Vista Drive Neighborhood Safe Routes to School Infrastructure Implementation ATPSB1L-5205(029) City Project No. 200813 is $663,000

 

The final engineer’s estimate is $582,371 and construction support costs are estimated at $130,000 for a total project estimate for the construction phase of $662,371.

 

Funds are currently budgeted and available in the amount of $583,000 for Construction and Construction Engineering within the Grant Fund Account No. 203-500-7308-3001-200813.

 

Upon receipt of bids Staff will evaluate capital project funds available in Gas Tax or Measure I additional funds to the extent the bids exceed the engineer’s estimate.

 

Licensing

A business license or payment of applicable fees are not required for this action.

 

RECOMMENDATION

Staff recommends that the City Council authorize the Release of Bids for the Terra Vista Drive Neighborhood Safe Routes to School Infrastructure Implementation ATPSB1L-5205(029) City Project No. 200813.
