RECOMMENDATION
Staff recommends that the City Council:
1) Accept the LA84 Foundation Grant award in the amount of $10,000,
2) Adopt a Resolution amending the Fiscal Year 2024-2025 budget to reflect the grant funds; and
3) Authorize the City Manager or designee to execute all related documents necessary for the grant.
BACKGROUND
On February 11, 2025, the Rialto Parks, Recreation, and Community Services Department (PRCSD) was invited to apply for the 2025 LA84 Foundation Learn to Swim Grant. The application was submitted by the February 21, 2025, deadline.
On March 11, 2025, the City Council approved the ratification of the grant submission and authorized the City Manager, or their designee, to execute all necessary documents related to the application.
On April 7, 2025, the LA84 Foundation notified the City of its successful award of grant funding. This funding opportunity directly supports PRCSD’s mission to provide accessible and inclusive recreational programming for Rialto residents. The grant will fund up to 250 subsidized swim lesson scholarships. Under this cost-sharing model, LA84 will contribute $40 per participant, with families responsible for a modest $20 fee. This partnership promotes affordability and increased access to essential water safety education for the Rialto community.
ANALYSIS/DISCUSSION
The LA84 Foundation Learn to Swim Grant presents a valuable opportunity for the City of Rialto to expand access to swim lessons for local youth and families. This funding supports water safety education by helping to offset the cost of instruction, thereby reducing financial barriers that may otherwise prevent participation.
On February 11, 2025, the Rialto Parks, Recreation, and Community Services Department (PRCSD) was invited to apply for the 2025 grant cycle, with an application deadline of February 21, 2025. To meet the timeline and ensure eligibility, staff submitted the application prior to the deadline. On March 11, 2025, the City Council approved the ratification of the grant submission and authorization for the City Manager or designee to execute all necessary documents related to the application.
The grant funds allow the City to offer up to 250 subsidized swim lesson scholarships for Rialto residents. LA84 will provide $40 per participant, while families will pay a reduced fee of $20. This cost-sharing model promotes both affordability and community buy-in, increasing participation and access to critical aquatic programming.
Beyond its recreational value, access to swim lessons is an essential public safety service. This grant directly aligns with PRCSD’s mission to provide inclusive, equitable, and accessible programming that enhances the well-being of all Rialto residents.
By accepting this funding, the City will be better positioned to offer affordable, structured swim instruction, helping to instill life-saving skills and contributing to a safer, healthier community.
ENVIRONMENTAL IMPACT
The proposed action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

The City Attorney's Office has reviewed the budget resolution and agreement and approved them as to form.

Operating Budget Impact
There is no financial impact connected to this grant; however, a budget resolution is recommended to appropriate $10,000 of grant fund revenue for the Fiscal Year 2024-2025 budget into Fund 2248813-47560.
