RECOMMENDATION

Staff recommends that the City Council adopt the Resolution calling and giving notice of holding a General Municipal Election and requesting the Board of Supervisors to consolidate said Election to be held on Tuesday, November 3, 2026.

 

BACKGROUND

On October 19, 1982, the Mayor and City Council adopted Ordinance No. 860, which changed the City’s Election Day from the first Tuesday after the first Monday in April to the same day as the Statewide General Election.

 

Although elections occur every two years, this resolution is routine in nature as it relates to the consolidation and conduct of elections.

 

ANALYSIS/DISCUSSION

This Resolution calls and gives notice of holding a General Municipal Election and requesting the Board of Supervisors to consolidate said Election to be held on Tuesday, November 3, 2026, for the election of two City Council Members of the City of Rialto for the full terms of four years.

 

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Pursuant to Section 15378 (b)(5) a project does not include organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

The request is consistent with Guiding Principle 3A of the Rialto General Plan: Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

Operating Budget Impact

Funds to be budgeted in Account No. 10103161 52021 in the 2026/27 Budget for the November 3, 2026, General Municipal Election.
