BACKGROUND

On the evening of May 11, 2024, an errant driver collided with the west side of Fire Station 201 (Headquarters), located at 131 S. Willow Avenue in Rialto.  The collision caused significant structural damage to the building, including flooding resulting from damage to the station's fire sprinkler system.  No Fire Department personnel were injured, and Fire and Emergency Medical Services (EMS) operations continued with only a brief interruption following the incident.

On June 11, 2024, the City Council ratified the emergency proclamation following the incident, approved emergency remediation of Fire Station 201, authorized the procurement of temporary housing for Fire and EMS operations, and delegated authority to the City Manager for expenditures associated with the station's reconstruction.

Fire Station 201 has experienced multiple vehicle collisions since its construction.  In response, the City initiated the Fire Station 201 Safety Improvements Project, City Project No. 25021, to provide additional exterior protective measures intended to reduce the risk of future vehicle impacts.  The project includes the installation of crash-rated bollards, protective concrete walls, and associated site improvements.  Structural and interior rehabilitation of the station is being addressed under a separate project.

Harris & Associates, Inc. was retained to provide professional engineering design services for these safety improvements.  In February 2025, the design scope was expanded to incorporate additional Americans with Disabilities Act (ADA) accessibility improvements, sidewalk modifications, curb ramps, and related design revisions.  These additional services were addressed through the First Amendment to the professional services agreement, increasing the design contract amount to $162,728.

On April 22, 2025, the City Council authorized the release of bids for the Fire Station 201 Safety Improvements Project.

On January 13, 2026, the City Council awarded a construction contract to Roadway Engineering & Construction Corp., in the amount of $937,665, and authorized construction management, inspection, and materials testing services with SPECS Engineering Group, Inc., in the amount of $136,929.20 on January 27, 2026.

During construction, on the evening of May 11, 2026, an errant vehicle struck the west side of Fire Station 201. The collision resulted in some structural damage, including damage to the fire sprinkler system as well as to the monument sign wall, under construction. In response to the incident, supplemental improvements were identified to enhance safety and provide increased protection along the fire station’s frontage.

These supplemental safety improvements include structural repairs, raising of the existing monument sign wall, and installation of additional landscape boulders. Implementation of these improvements requires additional engineering design, construction activities, and related construction management and inspection services.

ANALYSIS/DISCUSSION

The Fire Station 201 Safety Improvements Project, City Project No. 25021, is currently under construction and includes the installation of high crash-rated bollards, protective concrete walls, and associated site improvements intended to enhance the safety of Fire and Emergency Medical Services (EMS) personnel and reduce the potential for errant vehicles to impact the station.

During construction, the City identified the need for additional safety enhancements along the western frontage of Fire Station 201.  These improvements include repairs to the existing monument sign wall, evaluation of extending the wall height, and installation of supplemental landscape boulders to provide additional protective measures.  The proposed improvements are intended to complement the previously designed M50 crash-rated bollards, which will remain the primary vehicle impact protection system.

Additional Engineering Design Services - Harris & Associates, Inc.

Harris & Associates, Inc., the City's existing design consultant for the project, submitted a proposal dated August 28, 2026, for additional professional engineering services associated with the supplemental safety improvements.  The proposed scope includes field review of existing conditions, preparation of supplemental improvement plans, structural evaluation and design of repairs to the monument sign wall, and development of two wall extension alternatives consisting of a 12-inch and 24-inch height increase.

The additional services also include coordination with architectural and structural subconsultants, evaluation of supplemental landscape boulder locations, preparation of an opinion of probable construction cost, and project management and coordination through completion of the supplemental design documents.

Harris & Associates has proposed a not-to-exceed fee of $44,542 for these services. Staff recommends approval of the Second Amendment to the professional services agreement, increasing the total contract amount from $162,728 to $207,270. The Harris & Associates proposal is included as Attachment 1 and the Second Amendment to the Agreement is included as Attachment 2.

Construction Contract Change Order - Roadway Engineering & Construction Corp.

Implementation of the supplemental safety improvements will require additional construction work beyond the existing contract scope.  The anticipated improvements include repairs and extension of the monument sign wall, installation of supplemental landscape boulders, and associated site modifications.

Staff has obtained a construction cost of $59,650.13 for the additional improvements.  The proposed construction cost is included as Attachment 3. Staff has prepared a Contract Change Order No. 2; the proposed Contract Change order is included as Attachment 4.

To facilitate timely implementation and avoid delays associated with obtaining subsequent authorization, staff recommends that the City Council authorize the City Manager or their designee to approve a construction contract change order with Roadway Engineering & Construction Corp., in an amount not to exceed $59,650.13.

Construction Management and Inspection Services - SPECS Engineering Group, Inc.

SPECS Engineering Group, Inc. currently provides construction management, inspection, and materials testing services for the Fire Station 201 Safety Improvements Project pursuant to the City's existing on-call professional services agreement.

The supplemental safety improvements will require additional construction management, inspection, coordination, and contract administration services beyond the previously authorized scope.  Public Works construction management and inspection staff will provide continued oversight during implementation of the proposed improvements.

ENVIRONMENTAL IMPACT

The Fire Station 201 Safety Improvements Project, City Project No. 25021, is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301, Class 1 - Existing Facilities, of the CEQA Guidelines. This exemption applies to the repair, maintenance, and minor alteration of existing public facilities involving negligible or no expansion of existing use.

The proposed supplemental safety improvements, including repairs and extension of the existing monument sign wall and installation of supplemental landscape boulders, represent minor modifications to the existing fire station facilities and do not expand the existing use of the property. Accordingly, the proposed improvements are consistent with the previously identified categorical exemption under CEQA.
