Title

Request City Council to Approve the Issuance of a Purchase Order to Pacific Park & Playground, Inc. of Huntington Beach, CA in the Amount of $27,051.30 for Pneumatic Truck Blown-in Certified Playground Mulch at Parks Citywide.

Body

BACKGROUND

The City of Rialto utilizes two forms of playground fall protection to be complaint with IPEMA (International Play Equipment Manufacturers Association), rubberized and woodchips.  Rubberized surfaces are found in most of the City’s playgrounds, especially the newer playgrounds, such as Frisbie Park and Joe Sampson Park.  The other surface used by the City is Certified fiber Woodchips.  This surface provides fall protection but must be replenished throughout the year.

The Public Works Parks Divisions replenishes the playground mulch within the Parks Citywide.  These Parks include:

•                     Andreson Park, 726 S. Lilac Avenue

•                     Birdsall Park, 2611 N. Linden Avenue

•                     Bud Bender Park, 235 N. Lilac Avenue

•                     Flores Park, 1020 W. Etiwanda Avenue

•                     Jerry Eves Park, 1485 N. Ayala Drive

•                     Rialto City Park, 130 E. San Bernardino Avenue

To increase productivity, the Maintenance Division sought out bids from local vendors providing the Pneumatic Blown-in type replenishment.  This is for when a vendor has a truck mounted pneumatic blower that distributes the wood mulch.  The result is a more even, non-compacted surface that provides even better fall protection. Traditionally, Public Works Maintenance would order the material and distribute it via a tractor.  Staff has found that this compacts the mulch, requiring more mulch to be purchased than needed.

ANALYSIS/DISCUSSION

On April 9, 2021, the City’s Procurement Department released RFB No. 21-042 as a line item bid for Installed Certified Playground Mulch and published the Notice Inviting Bids in the San Bernardino County Sun, on the City of Rialto website, and on the PlanetBids.com website.

On April 23, 2021, the City received two (2) bids in response to RFB No. 21-042, tabulated in Table 1 below:
