RECOMMENDATION
Staff recommends that the City Council set a Public Hearing for May 26, 2026, to receive information on City job vacancies, recruitment, and retention efforts in compliance with Assembly Bill 2561 and Government Code 3502.3.
BACKGROUND
California Assembly Bill 2561 (“AB 2561”) was signed into law in 2024 and took effect on January 1, 2025. AB 2561 requires public agencies to hold at least one public hearing per fiscal year, and before adopting the next fiscal year budget, to discuss vacancies, recruitment, and retention efforts within their organization.
ANALYSIS/DISCUSSION
The City’s obligations under AB 2561 include reporting job classification vacancies, recruitment and retention efforts, and identifying any obstacles to the hiring process that may exist. During the Public Hearing, the recognized employee organization for each bargaining unit in the City may present on vacancies, recruitment, and retention efforts.
ENVIRONMENTAL IMPACT
The request is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
