RECOMMENDATION

Staff recommends that the City Council:

1.                     Adopt a Resolution establishing the new Classifications of Human Resources/Risk Manager and Deputy Director of Parks, Recreation and Community Services; and,

2.                     Approve a Budget Resolution for Full-Time Employees (FTEs) in the Rialto Police Department, Rialto Fire Department, Public Works Department, Parks, Recreation and Community Services Department, and the Human Resources/Risk-Management Department.

BACKGROUND

As part of the mid-year budget process, the City Council approved the new classifications of Human Resources/Risk Manager and Deputy Director of Parks, Recreation, and Community Services. The proposed and recommended Resolution establishes these classifications at the range of 5900A and 6000A, respectively, with the classification specifications attached to this report. The proposed and recommended Budget Resolution establishes the full-time equivalents (FTEs) for personnel within the City.

Provisions in the Personnel Rules and Regulations Rule III, Section 2, provide that before the classification plan or any part of the plan becomes effective, it shall be first approved in whole or in part by the City Council through adoption of a Resolution.

ANALYSIS/DISCUSSION

At the March 25, 2025, City Council Meeting and during the FY 24-25 Mid-Year Budget presentation, the City Council approved the additional positions of one Plans Examiner (Fire Department), one Public Works Supervisor (Public Works Department), one Deputy Director of Parks, Recreation, and Community Services (PRCS), one Lead Police Records Assistant (Police Department), one Crime Analyst Assistant (Police Department), and one Human Resources/Risk Manager (Human Resources and Risk Management Department).  The City currently has classifications of Plans Examiner, Public Works Supervisor, Lead Police Records Assistant, and Crime Analyst Assistant. The Resolution attached to this report establishes the classifications of Deputy Director of Parks, Recreation, and Community Services at the range of 6000A and the classification of Human Resources/Risk Manager at the range of 5900A (Exhibit A to the Resolution). The Position Allocation Plan properly assigns these new positions to the departments as were approved during the mid-year budget process (Exhibit B to the Resolution).

The Deputy Director of Parks, Recreation and Community Services will provide professional support and managerial assistance to the Director of Parks, Recreation and Community Services by overseeing the planning, development, and administration of various programs and facilities within this department. The Incumbent will evaluate program operations and activities and make recommendations for improvements and modifications. They will also assist with managing the daily operations and ensure compliance with laws and policies as well as enhancing services for the City of Rialto residents. The Classification Specification of this position is attached as Attachment C.

The Human Resources/Risk Manager will assist the Human Resources and Risk Management Director in a wide variety of managerial and professional level duties in support of a comprehensive safety and risk management program including the administration of the general liability program, workers’ compensation, leave and return-to-work management, safety management, and safety training. The incumbent will also implement processes and controls to minimize the City’s exposure to liability and will oversee the implementation and update of policies and procedures. The Classification Specification of this position is attached as Attachment D.

The Classification Specification for Public Works Supervisor is currently under review by the relevant bargaining group.  The revised classification will be presented to the City Council for approval at a later date.

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

FINANCIAL IMPACT

Operating Budget Impact

The recommended action will result in an additional cost of $913,816 in total compensation (salary and benefits) for Fiscal Year 2025-26. If any positions are filled in Fiscal Year 2024-25, costs will be absorbed through cost savings from vacancies.

Capital Improvement Budget Impact

There is no impact to the Capital Improvement Budget through this action.
