Body
RECOMMENDATION
Staff recommends that City Council:
1) Adopt a Resolution approving Parcel Map 19920 for the merger of five (5) parcels into one (1) parcel of land to facilitate the development of the lot; and,
2) Authorize the City Manager or their designee to Execute all Related Documents.
BACKGROUND
On January 31, 2018, the City of Rialto Planning Commission conditionally approved Tentative Parcel Map (TPM) No. 2017-0008, which had been assigned TPM No. 19920 by the County of San Bernardino. A copy of the Planning Commission staff report is included as Attachment 1. TPM No. 19920 shows the merger of five (5) parcels of land (APNs 0253-251-01, 0253-257-02, 0253-257-03, 0253-257-04, and 0253-257-07) located on the south side of Valley Boulevard between Spruce Avenue and Cactus Avenue north of Interstate 10 freeway into one (1) parcel. The proposed parcel is in the Industrial Park (I-P) zone. The project site contains approximately 16.9 net acres of land.
ANALYSIS/DISCUSSION
The Liberty Property Limited Partnership, a Pennsylvania limited partnership (the “Subdivider”), requests that the City Council approve Parcel Map 19920 to merge five (5) parcels of land (APNs 0253-251-01, 0253-257-02, 0253-257-03, 0253-257-04, and 0253-257-07) located on the south side of Valley Boulevard between Spruce Avenue and Cactus Avenue north of Interstate 10 freeway into one (1) parcel. A copy of Parcel Map 19920 is included as Attachment 2. The surrounding public streets are complete, with minor improvements that were required of this subdivision. The project was required to construct, but not limited to, public improvements such as pavement restoration, sewer laterals, water laterals, landscape & irrigation, streetlights, and driveway approaches.
The City Engineer has determined that the conditions of approval associated with Tentative Parcel Map 19920 have been satisfied and that Parcel Map 19920 is in substantial conformance with Tentative Parcel Map 19920, and that Parcel Map 19920 is ready for City Council approval.
Approval of a Parcel Map is a ministerial action, and the City Council cannot condition its approval of the Parcel Map and cannot impose new conditions on the project that were not previously identified at the time the Tentative Parcel Map was approved.
ENVIRONMENTAL IMPACT
Pursuant to Section 15060 of the CEQA, a Mitigated Negative Declaration (MND) was prepared. Electronic copies of the environmental analysis are available for review in the Community Development Department, Planning Division, and on the City’s website.
