RECOMMENDATION
Staff requests that City Council:
1) Adopt a resolution amending the 2025-2056 Fiscal Budget;
2) Award a construction contract to National Garage Door Co., in the amount of $495,500 for Fire Station 203 and 204 Apparatus Bay Doors, City Project No. 26020; and
3) Authorize the City Manager or their designee to execute all related documents.
BACKGROUND
The current doors at Fire Stations 203 and 204 have become increasingly unreliable due to age and frequent mechanical issues, causing delays in response, higher maintenance costs, and potential safety risks to personnel and equipment.
Replacing the doors with modern systems will ensure dependable operation, faster deployment of emergency vehicles, reduced downtime, and lower long-term maintenance costs. Installation of new fire station apparatus bay doors supports the Fire Department’s mission to respond rapidly and effectively to emergencies by assuring that apparatus can exit the station without delay when every second counts.
ANALYSIS/DISCUSSION
The project consists of installing new 12’X14’ four-fold FF330 Folding Doors manufactured by Door Engineering & Manufacturing LLC (Door Engineering) and installation by their designated installer, National Garage Door Co. at Fire Stations 203 and 204.
Pursuant to Section 2.48.280 - Sole Source Procurement by the City under the City of Rialto’s municipal code, a contract may be awarded without competition when the procurement is made after conducting a good faith review of available sources. The new bay doors proposed at Fire Stations 203 and 204 are manufactured by Door Engineering, the same manufacturer as the doors currently operating at Fire Stations 202 and 205. To maintain consistency across all fire stations within the City, staff is proposing Door Engineering-manufactured doors to also be installed by their designated installer at Fire Stations 203 and 204.
A construction contract with National Garage Door Co. for the project and their proposal is included as Attachment 1. A copy of National Garage Door Co.’s disclosure forms are included as Attachment 2.
ENVIRONMENTAL IMPACT
Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental Quality (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents. In accordance with 14 CCR Section 15301 “Existing Facilities”, Class 1 projects consist of the repair, maintenance, or minor alteration of existing structures and facilities; therefore, the Fire Station 203 and 204 Bay Doors, City Project No. 26020 is considered categorically exempt from CEQA. Staff has prepared and will file a Notice of Exemption for the project.
GENERAL PLAN CONSISTENCY
This action is consistent with Guiding Principle 3 in the General Plan:
Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.
Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:
Goal 3-6: Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.
Goal 5-3.1: Provide for fire personnel, equipment, and fire stations to have adequate and appropriate resources to meet the needs and serve all areas of Rialto.
LEGAL REVIEW
The City Attorney’s Office has reviewed the resolution and construction contract and approved them as to form.
FINANCIAL IMPACT
Operating Budget Impact
The proposed action will not affect the Operating Budget.
Capital Improvement Budget Impact
The proposed project is included in the City’s Draft Fiscal Year 2026-2030 Capital Improvement Program, programmed for Fiscal Year 2026 with an estimated project budget of $830,000 to be funded through the Capital Projects Fund.
Staff recommends appropriating $495,500 from the General Fund balance for the Fire Station 203 and 204 Apparatus Bay Doors project to the Capital Projects account number 33005150-53001.
Upon adoption of the requested budget resolution, the construction contract with National Garage Door, Co., in the amount of $495,500, will be funded by the Capital Projects account number 33005150-53001-26020-05.
Licensing
National Garage Door Co. will pay a Business License Tax prior to commencing the services for this project.
