Title
Request City Council to Conduct Public Hearing for May 14, 2024 to consider (1) General Plan Amendment No. 2019-0006, a request to change the general plan land use designation of approximately 1.55 acres of land (APN: 0132-021-18) located at the southeast corner of Randall Avenue and Lilac Avenue (“Site”) from Residential 2 with an Animal Overlay to Community Commercial (CC), (2) Zone Change No. 2019-0004, a request to change the zoning designation of the Site from Agricultural (A-1) to Neighborhood Commercial (C-1) (3) Precise Plan of Design No. 2022-0019, a request to allow the development of one (1) 8,840 square foot multi-tenant commercial building and one (1) 9,966 square foot multi-tenant commercial building on the Site, and (4) a Mitigated Negative Declaration (Environmental Assessment Review No. 2022-0020) prepared for the project, in accordance with the California Environmental Quality Act (CEQA).

RECOMMENDATION:
Staff recommends that the City Council:
1. Set a Public Hearing for May 14, 2024, to consider the Project, in accordance with the process provided by Government Code Sections 65350-65362 and Chapter 18.06 (Zones) of the Rialto Municipal Code.

LOCATION:
The project site consists of one (1) parcel of land located at the southeast corner of Randall Avenue and Lilac Avenue (APN: 0132-021-18) (Refer to the attached Location Map (Exhibit A)).
BACKGROUND:
This staff report is intended to provide a general background on the project in order to set the public hearing. A more comprehensive staff report will follow once the hearing has been set.
General Plan Amendment No. 2019-0006, Zone Change No. 2019-0004, Precise Plan of Design No. 2022-0019, and Environmental Assessment Review No. 2022-0020 shall hereinafter be referred to as “Project” or “project”.
Planning Commission Action
On April 23, 2024, the Planning Commission opened the public hearing and discussed the project during a regularly scheduled public meeting. After further discussion, the Planning Commission closed the public hearing and voted 5-0 (2 vacancies) to adopt Resolutions recommending that the City Council approve the project. Copies of the Planning Commission Resolutions are attached as Exhibit B.
ANALYSIS/DISCUSSION:
In accordance with Government Code Sections 65350-65362 and Chapter 18.06 (Zones) of the Rialto Municipal Code, the City Council is to set the matter for public hearing.
ENVIRONMENTAL IMPACT:
A Mitigated Negative Declaration (Environmental Assessment Review No. 2022-0020) has been prepared for consideration in conjunction with the project.
LEGAL REVIEW:
The City Attorney has reviewed and approved the staff report and the attached Notice of Public Hearing (Exhibit C).
