BACKGROUND

The City of Rialto uses Geographic Information System (GIS) software to support the creation of maps and as a tool to support decision-making in areas such as planning, design, maintenance, repair, and emergency response. GIS integrates hardware, software, and data for capturing, managing, analyzing, and displaying all forms of geographically referenced information. GIS allows us to view, understand, question, interpret, and visualize data in many ways that reveal relationships, patterns, and trends in the form of maps, reports, and charts.

 

ANALYSIS/DISCUSSION

Since 2003 the City has invested resources in purchasing licenses with ESRI. The existing three-year contract for the Enterprise Agreement will expire in September 2023.

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has the potential to result in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1) Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy, and procedure making, and

2) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

This action is consistent with Guiding Principle 3A in the General Plan:

Our City government will lead by example and operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

FINANCIAL IMPACT

Operating Budget Impact

 

Sufficient funds have been budgeted and appropriated for the annual maintenance of ESRI Enterprise Agreement in Information Technology Contract Services Account Number 10102152-52011 in the amount of $56,700 annually. This amount will be included in the future operating budget.

 

Capital Improvement Budget Impact

No Impact.

 

Licensing

The proposed action will require payment of a business license tax.

 

RECOMMENDATION

Staff recommends that the City Council:

 

(1) Approve the Renewal of the Small Municipal and County Government Enterprise Agreement (SGEA) for a three-year agreement in the amount of $170,100.00 with ESRI, Inc; and (2) Authorize the Acting City Manager or his Designee to Execute all Documents.
