Title
Request the City Council to (1) Approve the New Classification Specifications for the positions of Payroll Technician, Payroll Analyst, and Senior Payroll Analyst, and (2) Adopt Resolution No. 7986 updating the Citywide Classification and Compensation Plan for Full-time and Part-time employees.

BACKGROUND
There are currently three full-time personnel conducting payroll processing duties within the Finance Department. These incumbents have the position titles of Accounting Technician, Administrative Analyst, and Senior Administrative Analyst. After a recruitment for the vacant Administrative Analyst in payroll netted zero qualified candidates with government payroll experience, a request was made to the Human Resources and Risk Management Department to determine if the incumbents conducting the duties of payroll processing were properly classified within their current positions or if other classification specifications are needed to accurately reflect specialized functions of payroll and payroll processing.
ANALYSIS/DISCUSSION
A comprehensive review into the functions within the classifications of Accounting Technician, Administrative Analyst, and Senior Administrative Analyst determined that these are generalized classifications that are assigned to a broad scope of work and do not have specialized focus specific to the payroll functions within the Finance Department. Therefore, separate classifications of Payroll Technician, Payroll Analyst, and Senior Payroll Analyst are needed to accurately reflect the scope of work and specialized skillsets needed for the functions of payroll and payroll processing.
The position of Payroll Technician will perform paraprofessional accounting work in the preparation and maintenance of payroll, processing employee records, and will provide technical staff assistance the departments within the City of Rialto.
The position of Payroll Analyst is a journey level position providing a variety of complex accounting duties in the preparation, processing and auditing of manual and automated payroll data, information, records, and reports.
Finally, the position of Senior Payroll Analyst is an advanced lead classification within the payroll classification series. Incumbents in this class are responsible for a wide variety of complex professional assignments, and perform a full range of analytical, financial, and administrative tasks relative to Payroll.
While the recommended positions of Payroll Technician, Payroll Analyst, and Senior Payroll Analyst have a level of autonomy different to that of the respective current positions of Accounting Technician, Administrative Analyst, and Senior Administrative Analyst, the relative authority, qualifications, service delivery, and structure within the organization remain the same. As such, the establishment of the new classifications will be set at the same pay range as their current counterpart positions.
ENVIRONMENTAL IMPACT
This request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA) Guidelines. A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Pursuant to Section 15378 (b) (5) a project does not include organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
GENERAL PLAN CONSISTENCY
This action is consistent with Guiding Principle 3A in the General Plan:
“Our City government will lead by example, and will operate in an open, transparent, and responsible manner that meets the needs of the citizens and is a good place to do business.”
LEGAL REVIEW:
The City Attorney has reviewed and recommends approval of the staff report and Resolution.
FINANCIAL IMPACT:
Operating Budget Impact
This action has no impact on the operating budget. The recommended action does not authorize any additional positions as both the filled and vacant positions are existing and budgeted. The positions of Accounting Technician, Administrative Analyst, and Senior Administrative Analyst that conduct the payroll functions within the Finance Department will be reclassified without any additional increase to salary.
Capital Budget Impact:
This action has no impact on the Capital Budget.
RECOMMENDATION:
To approve the new Classification Specifications for the positions of Payroll Technician, Payroll Analyst, and Senior Payroll Analyst, and adopt Resolution 7986 updating the Classification and Compensation Table.
