Body

BACKGROUND/DISCUSSION

The City Hall offices are currently open Monday through Friday, from 7:00am to 6:00pm. Employees within the Rialto City Employees Association (“RCEA”) and the Teamsters Mid-Management Union (“TMMU”) work a split 4/10 schedule; some employees assigned to a 10-hour Monday-Thursday schedule, while others are assigned to a 10-hour, Tuesday-Friday schedule. Department Directors and Unrepresented Managers are on a 5/40 schedule, working Monday-Friday, at 8 hours per day. The various alternate work schedules have caused difficulty with employees being off different days; operational efficiencies within departments lag or stagnate due to scheduling conflicts. There is difficulty in obtaining coverage to have offices remain open during lunch hours on Mondays and Fridays, and weeks where there are Holidays, further productivity is lost due to only two out of the five days having full staff.

Although the City is currently negotiating the successor Memoranda of Understanding with both the RCEA and TMMU groups, the negotiating team felt this item significant enough to be brought separately to the City Council for discussion.

The attached Agreements define the day that City Hall offices will be closed and office hours for those positions in the bargaining groups of TMMU and RCEA. Additionally, there are specific schedule exemptions to the classifications of Assistant Fire Marshal, Building Inspector, Community Compliance Officer, and Community Compliance Manager in which those positions’ schedules will be based on department and operational needs.

Unrepresented Management and Executive Management will also be on a Monday through Thursday, 4/10 schedule with the understanding that their departments/divisions are expected to be open should situations arise on an as-needed basis.

The proposed date for implementing the schedule change is Sunday February 11, 2024, as Sunday is the beginning of the pay period. For those offices that are frequented by customers and residents, notices will be placed in prominent areas within each office to highlight the change in business hours. Additionally, this change will also be posted on the City’s channel, on the City’s website, via various social media platforms and highlighted in employees’ signature lines in their emails.

The Billing Drop Box will continue to be honored as received on the business day prior to Monday morning collection. So, those bill payments placed within the drop box prior to Monday morning collection will be stamped in as the prior Thursday afternoon received.

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).
