BACKGROUND
The City’s Human Resources Department requires assistance with Citywide non-public safety recruitments due to staffing turnover and difficulty in recruiting qualified applicants to fill currently vacant positions in the Human Resources Department. Historically, the City has averaged 8 open general (non-safety) recruitments at any given time. Currently, however, the City has over 30 general (non-safety) vacancies in various stages of the recruitment process. The Human Resources Department will also need to initiate the recruitment process for the new positions added with the City Council’s adoption of the Fiscal Year 2021-2022 budget.
ANALYSIS/DISCUSSION
The City requested and received two proposals for professional services for Human Resources assistance from qualified firms: CPS HR Consulting, and Regional Government Services (RGS). These firms provide cities with recruitment and selection services. The proposal from RGS estimated a recruitment cost at a price of $8,500 for each recruitment, whereas the proposal from CPS HR Consulting estimated services at a monthly cost of $15,000.
CPS HR Consulting will assist Staff in promptly conducting the recruitment and selection process for many vacant positions that will meet the City’s needs. The City contacted CPS HR Consulting to discuss providing these recruitment and selection services during this time of multiple vacancies for the City. An initial estimate of three months at a budget of $45,000 was considered to coordinate the current backlog of open recruitments. However, the City Manager recommends entering into a Service Agreement with CPS HR Consulting through June 30, 2022, with a budget established at $90,000. This will provide Staff the additional professional services and support related to recruitment processes throughout the fiscal year.
ENVIRONMENTAL IMPACT
The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).

FINANCIAL IMPACT
Operating Budget Impact
Funding in the amount of $90,000 is available in the FY 2021-2022 Human Resources Department operating budget to cover the cost of the proposed services through salary savings.
Capital Improvement Budget Impact
There is no impact to the Capital Improvement Budget.
Licensing
A Business license application and payment of a Business License tax at the Professional Service rate in the amount of $129.00 will be paid by the vendor prior to execution of the Service Agreement.
RECOMMENDATION
Staff recommends that the City Council:
1. Approve a Service Agreement with CPS HR Consulting for on-call as needed recruitment and selection services for an amount not to exceed $90,000; and
2. Authorize the City Manager to execute all documents.
