RECOMMENDATION
Staff recommends that the City Council authorize the Citywide Integrated Security Solutions Project, City Project No. 230102.
BACKGROUND
On May 9, 2023, the City Council authorized a contract with Triad Consulting & System Design Group, LLC (Triad) for the preparation of a security risk assessment of City-owned water and wastewater facilities.
On February 28, 2024, Triad presented its findings and recommended improvements to the Water Subcommittee. The Subcommittee’s feedback was to proceed with presenting the item to the City Council for consideration of awarding a contract for construction/implementation.
ANALYSIS/DISCUSSION
In 2023, the City of Rialto began a Citywide initiative to enhance the security of its water and wastewater facilities. The assessment included site visits, staff input, and a review of existing systems and protocols. The final report recommended improvements to increase safety, reliability, and regulatory compliance. These upgrades align with industry standards and support the City’s goals for protecting infrastructure, maintaining service continuity, and planning for future growth.
The tentative timeline for the award is as follows:
Anticipate Release of Bids to be Issued August/September 2025
Anticipate Award by City Council October/November 2025
Anticipate the Start of Construction January 2026
Anticipate Construction Completion August 2026
ENVIRONMENTAL IMPACT
Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
GENERAL PLAN CONSISTENCY
This action is consistent with the City of Rialto’s General Plan Guiding Principle 3, “Rialto’s Economic Environment is Healthy and Diverse.” Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.
Approval of this action also complies with the City of Rialto General Plan Goals and Policies:
Goal 3-8: Promote affordable and quality water service capable of adequately meeting normal and emergency water demands to all areas in Rialto.
Policy 3-8.4: Advocate regular evaluation of the entire water supply and distribution system to ensure its continued adequacy, reliability, and safety.
Goal 3-9: Upgrade and maintain an improved wastewater system with adequate plant efficiency and capacity to protect the health and safety of all Rialto residents, businesses, and institutions
Policy 3-9.2: Evaluate the wastewater disposal system routinely to ensure its adequacy to meet changes in demand and changes in types of waste.

Operating Budget Impact
The proposed action will not affect the Operating Budget.
Capital Improvement Budget Impact
The proposed action will not affect the Capital Improvement Budget at this time. Construction costs are currently estimated at $4-$6 million to be paid out of CIP Account No. 3300-2152-53001.

This action does not require a business license.
