RECOMMENDATION

Staff recommends that the City Council:

1)                     Ratify the submission of the grant application to the National Recreation and Park Association (NRPA) for the 2024 Out-of-School Time Youth Mentoring Program in the amount of $60,000,

2)                     Accept the grant award from NRPA in the amount of $60,000; and

3)                     Authorize the City Manager, or designee, to execute all documents and agreements necessary to accept the award and implement the program.

 

BACKGROUND

The National Recreation and Park Association (NRPA) offers annual grant opportunities to local government agencies to support youth-focused programming outside of school hours. The 2024 Out-of-School Time Youth Mentoring Program Grant is intended to strengthen mentorship initiatives that support positive youth development, emotional well-being, and community engagement.

 

The City of Rialto Parks, Recreation, and Community Services Department (PRCSD) submitted a grant application in alignment with NRPA’s goals and the City’s commitment to youth empowerment.

 

In addition to financial support, the grant program provides training and networking opportunities to facilitate the implementation of evidence-based mentoring practices over time.

 

On April 18, 2025, the Parks, Recreation and Community Services Department (PRCSD) was officially informed of its selection to receive grant funding, which will bolster its youth mentoring program.

 

ANALYSIS/DISCUSSION

PRCSD continuously seeks grant opportunities that benefit the community and City programs. Due to the time-sensitive nature of this opportunity, the Department submitted the application in advance of formal Council approval. As such, the Department is now requesting Council ratification of the application.

 

This grant provides an additional $60,000 in funding specifically designated for training, incentives, and educational materials to be used throughout the grant cycle.

 

The Out-of-School Time (OST) Youth Mentoring Program supports park and recreation agencies in establishing or expanding evidence-based mentoring initiatives. Grantees will integrate mentoring practices into existing youth programs using NRPA’s Youth Mentoring Framework through funding, training, and peer networking opportunities.

 

This initiative will help agencies like ours to implement a one-on-one and group mentoring program while supporting complementary activities promoting positive youth development. These activities include family engagement, bullying prevention, and programs to enhance social, emotional, academic, and behavioral outcomes. Ultimately, this program aims to improve academic performance and promote the overall social-emotional well-being of youth within the Rialto community.

 

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA)

FINANCIAL IMPACT

Operating Budget Impact

There is no impact to the City’s General Fund. The NRPA grant will provide $60,000 in dedicated funding for youth mentoring programming. No local match is required. Staff will ensure that the funds are allocated for the new FY 25-26, Fy 26-27, and FY 27-28 budgets.

 

Capital Improvement Budget Impact

There is no financial impact connected to this grant.
