Title

Request City Council to adopt Resolution No. 8583 to accept Community Benefit Grant funding in the amount of $12,500 for the Healthy Rialto Nutrition Program 2026.

Body

RECOMMENDATION

Staff recommends that the City Council adopt the Resolution Accepting Funding in the Amount of $12,500 from the Kaiser Foundation Hospitals Community Benefit Grant for the Healthy Rialto Nutrition Program 2026.

BACKGROUND

Healthy Rialto offers healthy programs and services to residents of Rialto. The programs are designed to enrich and empower the lives of the people in our community. Healthy Rialto is dedicated to providing innovative and proactive solutions to everyone who has the desire to get fit and stay healthy. The Certified Farmers’ Market has been available to the community for 12 years, and EBT, WIC, and Senior FMNP (Farmers’ Market Nutrition Program) are accepted by most vendors.

Healthy Rialto is also a partner in Market Match, a program by the Ecology Center, a non-profit organization that received a Food Insecurity Nutrition Incentive grant from the USDA. Market Match, California’s healthy food incentive program, is offered to those who use their CalFresh EBT at the Farmer’s Market with a $15 max benefit match to increase their purchase of fruits and vegetables, a healthier choice.

In order to accomplish some of the goals and programs of continuing to create and maintain a healthier community, Kaiser Permanente provided an opportunity to apply for a community grant in July 2026. The Kaiser Foundation Hospitals have been very supportive of Healthy Rialto programs through the years.

This year, the Kaiser Foundation Hospitals awarded a grant to the City of Rialto - Healthy Rialto in the amount of $12,500 to continue maintaining a healthy community through its Nutrition Program 2026 from November 2026 through October 2027.

ANALYSIS/DISCUSSION

Nutrition Program 2026 seeks to assist 1,010 individuals in Rialto and its neighboring cities. About 10 percent of the funds will be used for an estimated 100 individuals from the Mother Support Groups over a 12-month period. About 44 percent of the funds will support an estimated 360 individuals from the Low-Income Families and Seniors Groups over a 12-month period. About 12 percent of the funds will support an estimated 100 Special Needs Elementary/Middle School Students and 100 Elementary School Students over a 12-month period. About 34 percent of the funds will be used for an estimated 350 Special Needs High School Students over a 12-month period.

The program will distribute food resources through coupons that will be valid at the Rialto Certified Farmers’ Market for fresh fruits, fresh vegetables, organic fruit juices, fresh eggs, honey, kefir probiotic yogurts, dried fruits, and whole grains. The program will be working with individuals and students from Bloomington, Colton, Fontana, Highland, Rialto and San Bernardino. Age-appropriate nutritional educational materials will be created to inform our participants on how to manage and prevent chronic diseases and disabilities, while bringing them food security through the Rialto Certified Farmers’ Market.

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Pursuant to Section 15378 (b)(5) a project does not include organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
