For City Council Meeting November 10, 2026

TO:                     Honorable Mayor and City Council

FROM:                     Tanya Williams, City Manager

AUTHOR:                     Yazdan Emrani, P.E., Director of Public Works

Title

Request City Council to: (1) Approve a First Amendment to the Professional Services Agreement with WEBB Municipal Finance, LLC, Increasing the Contract Amount by $49,326.21 for a Total Not-to-Exceed Amount of $149,326.21, for Special District Administration and Annexation Services; and (2) Authorize the City Manager or Their Designee to Execute all Related Documents.

Body

RECOMMENDATION:

Staff recommends that the City Council:

1)                     Approve a first amendment to the professional services agreement with WEBB Municipal Finance, LLC, increasing the contract amount by $49,326.21 for a total not-to-exceed amount of $149,326.21, for special district administration and annexation services; and

2)                     Authorize the City Manager or their designee to execute all related documents.

BACKGROUND:

In November 2024, the City entered into a three-year professional services agreement (“Agreement”) with WEBB Municipal Finance, LLC, with a not-to-exceed amount of $100,000.  The agreement provides annual administration services for Street Lighting District (SLD) No. 1, Landscape Maintenance District (LMD) No. 1, and Landscape and Lighting Maintenance District (LLMD) No. 2.  Its scope also includes coordinating annual annexations to LLMD No. 2 as required by the City.

ANALYSIS/DISCUSSION:

The City had more annexations than anticipated when the agreement was established.  The additional annexation activity has increased the amount of work required under the agreement and the associated cost of consultant services.  Additionally, the annual administration for FY2026-2027 was not fully funded. Therefore, Staff requests an increase of $49,326.21 in contract authority, consisting of $25,000 for annexation services and $24,326.21 for annual administration services. This adjustment will bring the total not-to-exceed contract amount to $149,326.21, ensuring sufficient funding to support both ongoing district administration and anticipated annexation activities through Fiscal Year 2026-2027. The proposed action increases the compensation ceiling; it does not, itself, extend the agreement term.  Any services after the existing term would require a separate, properly authorized extension or agreement.  The third amendment to the Webb Municipal Finance Agreement is included as Attachment 1.

ENVIRONMENTAL IMPACT:

The proposed action is not a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3, “Rialto’s Economic Environment is Healthy and Diverse.”

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

Approval of this action also complies with the City of Rialto General Plan Goals and Policies:

Goal 2-11:                     Design streetscapes in Rialto to support and enhance the City’s image as a desirable place to live, work, shop, and dine.

Policy 2-11.1:                     Require the screening of commercial or industrial parking areas, storage yards, stockpiles, and other collections of equipment from the public right-of-way.

Policy 2-11.2:                     Provide and maintain street trees and parkway landscaping within the public right-of-way for developed properties within Rialto.  Require private development to do the same as per City design regulations.

Policy 2-11.4:                     Incorporate street trees and other landscape treatments along corridors to provide sufficient shade canopy and promote pedestrian comfort.

Policy 2-11.5:                     Require that projects with perimeter walls (including gated residential communities) provide an interesting streetscape, with pedestrian access to major travel ways.
