BACKGROUND
The contract for Community Development Block Grant (CDBG) and other HUD grant program Consultant services expired on June 30, 2021. On May 20, 2021, the City solicited Request for Proposal (RFP 21-044) from qualified firms to provided consulting services for the CDBG, NSP and HOME programs. The City received proposals from two firms: Avant Garde, Inc. and LDM Associates, Inc.
ANALYSIS/DISCUSSION
A Request for Proposal (RFP 21-044) for Community Development Block Grant Consultant Services was posted on May 20, 2021. Twenty-eight (28) vendors reviewed the RFP with two responses received from Advanced Avant-Garde Corporation (Avant-Garde) and LDM Associates, Inc. (LDM). A panel of the CDBG Ad-Hoc Committee Council members and the Deputy City Manager were tasked to rate the RFP and proposals. LDM has been the City’s CDBG consultant for many years.
On July 30, 2021, the CDBG Ad-Hoc Committee conducted a meeting to allow presentations from Avant-Garde and LDM. Upon completion of the presentations, the raters deliberated on the proposals and presentations based on Project Understanding, Scope of Work, Staff Qualifications, Firm Qualifications and Project Schedule for Community Block Grant, Neighborhood Stabilization, HOME and CARES/RESCUE Act Programs Implementation, Administration and Support as exampled by the following:
1. CDBG Program Implementation and Administration
2. Administration of Sub-Recipient Contracts
3. Schedule of cost
Based on the evaluations, the CDBG Ad-Hoc Committee recommends the City Council consider award of a Service Agreement to Avant-Garde for CDBG, NSP, HOME and other HUD related program consultant services.
ENVIRONMENTAL IMPACT
The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).
GENERAL PLAN CONSISTENCY
Policy 2-27.2: Plan for and designate adequate funding to maintain new and existing parks and facilities.

The City Attorney has reviewed and supports this staff report.
FINANCIAL IMPACT
The financial impact associated with the approval of this item is $319,090. Funding in the amount of $220,813 is allocated and available in the FY 2021-22 CDBG Action Plan for administration. The balance of $98,277 will be funded in Account 010-500-0001-2011.
Capital Improvement Budget Impact
There is no impact to the Capital Improvement Budget.
Licensing
Prior to execution of the Professional Service Agreement, the vendor shall have a current business license with the City of Rialto.
RECOMMENDATION
Staff recommends that the City Council:
1. Approve a Services Agreement with Advanced Avant-Garde Corporation for Community Development Block Grant (CDBG), Neighborhood Stabilization Program (NSP) and HOME Program Consulting Services in the amount of $319,090 annually;
2. Authorize the City Manager to extend the term of the Services Agreement annual for two additional years subject to the consultant’s satisfactory performance; and
3. Authorize the City Manager to execute all necessary documents.
