Request City Council to: (1) Authorize the Release of Bids for the Residential Streets Rehabilitation, Zone 3, Phase I Project, City Project No. 26083; and (2) Authorize the Release of Bids for the Residential Streets Rehabilitation Zone 3, Phase II Project, City Project No. 26084.

RECOMMENDATION:

Staff recommends that the City Council:

 

1)                     Authorize the release of bids for the Residential Streets Rehabilitation Zone 3, Phase I Project, City Project No. 26083; and

2)                     Authorize the release of bids for the Residential Streets Rehabilitation Zone 3, Phase II Project, City Project No. 26084.

 

BACKGROUND:

On November 15, 2022, the City Council approved an on-call agreement with PSOMAS and Michael Baker for On-Call Professional Civil Engineering Services for an initial three-year term, with two optional one-year extensions.

 

On August 11, 2025, Psomas submitted a proposal for the design of the Residential Streets Rehabilitation Zone 3 Phase I Project, City Project No. 26083.  In addition, on August 14, 2025, Michael Baker submitted a proposal for the design of the Residential Streets Rehabilitation Zone 3 Phase II Project, City Project No. 26084.

 

On October 14, 2025, the City Council authorized a contract change order to PSOMAS in the amount of $143,540 to their on-call professional services agreement for Professional Civil Engineering Services for the design of the Residential Streets Rehabilitation Zone 3 Phase I Project, City Project No. 26083 and Michael Baker in the amount of $159,615 to their on-call professional services agreement for Professional Civil Engineering Services for the design of the Residential Streets Rehabilitation Zone 3 Phase II Project, City Project No. 26084.

 

On May 18, 2026, Psomas completed the design and provided the City with plans, specifications and a construction estimate for the Residential Streets Rehabilitation Zone 3 Phase I Project, City Project No. 26083.  In addition, on May 1, 2026, Michael Baker completed the design and provided the City with plans, specifications and a construction estimate for the Residential Streets Rehabilitation Zone 3 Phase II Project, City Project No. 26084.

 

ANALYSIS/DISCUSSION:

The Phase I project scope includes the resurfacing of 12,600 LF of residential streets, the replacement of 34 curb ramps, 2500 SF of sidewalk and affected roadway striping. The Phase II scope includes the resurfacing of 16,500 LF of residential streets, the replacement of 42 curb ramps, 16,500 SF of sidewalk and affected roadway striping. The roadway resurfacing will be performed using a grind and cap technique where the top layer of existing asphalt is removed (milled/ground) and replaced with a new hot mix asphalt. 

 

The Phase I and Phase II project designs are complete, and the project is ready to be advertised for construction bids.

 

The tentative timeline for the award is as follows:

ENVIRONMENTAL IMPACT:

Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (CEQA). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment, and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 “Existing Facilities,” Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities; therefore, the Residential Streets Rehabilitation - Zone 3 Phase I, City Project No. 26083 is considered categorically exempt from CEQA, and a Notice of Exemption will be prepared and filed with the San Bernardino County Clerk.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3 in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 4-1:                     Provide transportation improvements to reduce traffic congestion associated with regional and local trip increases.

 

Policy 4-1.1:                     Establish and maintain standards for a variety of street classifications to serve both local and regional traffic, including Major Arterial Highways, Major Arterials, Secondary Arterials, Collector Streets, and Local Streets.

 

LEGAL REVIEW:

The City Attorney’s Office has reviewed the staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact:

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact:

Both projects were included in the City’s draft Fiscal Year 2026-2030 Capital Improvements Program as part of the Pavement Management Program, which included a budget of $6,400,000, funded through SB-1 Gas tax fund, Account No. 22037305-53001.

 

Residential Streets Rehabilitation - Zone 3, Phase I, City Project No. 26083 has a current engineer’s estimate of $2,200,000, which will be funded through the SB-1 Gas Tax Fund, Account No. 2203-7305-53001. The construction management and inspection services are estimated to cost approximately $200,000.

 

Residential Streets Rehabilitation - Zone 3, Phase II, City Project No. 26084 has an engineer’s estimate of $4,400,000, which will be funded through the SB-1 Gas Tax fund, Account No. 2203-7305-53001.  The construction management and inspection services are estimated to cost approximately $400,000.

 

Staff will return to the City Council for approval of a budget resolution to appropriate the necessary project funds at the time of construction authorization and contract award recommendation.

 

Licensing

A business license application and payment of a business license tax are not required for this action.
