RECOMMENDATION:
Staff requests that City Council:
1) Award a construction contract to CT&T Concrete Paving, Inc., a California corporation, in the amount of $650,256 for the Frisbie Middle School Safe Routes to School Improvements Project Phase I, City Project No. 240804;
2) Authorize a task order in the amount of $79,888 with SPECS Engineering Group, pursuant to the City’s “on-call” agreement for construction management, inspection, and materials testing services for the Frisbie Middle School Safe Routes to School Improvements Project Phase I, City Project No. 240804; and
3) Authorize the City Manager or their designee to execute all related documents.
BACKGROUND:
On May 3, 2023, the San Bernardino County Transportation Authority (SBCTA) Board authorized the release of the Transportation Development Act (TDA) Article 3 Call for Projects for Bicycle and Pedestrian Facilities projects and Transit Access Improvement Projects.
On June 13, 2023, the City Council authorized Staff to submit applications through the TDA Article 3 Call for Projects with reference to the City’s School Safe Routes to School (SRTS) Plan, which identifies issues and opportunities related to suggested routes for walking and bicycling. Using the SRTS Plan, staff recommended pursuing improvements at Frisbie Middle School and Bemis Elementary as these locations are designated amongst the high-priority segments in the SRTS plan.
On October 4, 2023, the SBCTA Board of Directors approved projects submitted for the TDA Article 3 Call for Projects, including the Frisbie Middle School SRTS Improvements Project in the amount of $1,095,090.75. A copy of the award notification letter from SBCTA dated October 13, 2023, is included as Attachment 1.
On June 11, 2024, the City Council authorized a purchase order to Michael Baker International in the amount of $340,975 for the design of the project. Staff coordinated with Michael Baker International to prepare the construction plans, specifications, and estimates per their On-Call Professional Civil Engineering Services Agreement with the City. The design portion for this project was completed in August 2025.
The proposed improvements are along E. Heather Street and N. Encina Avenue surrounding Frisbie Middle School. These include ADA-compliant curb ramps, sidewalk and curb improvements, enhanced pedestrian crossings with Rectangular Rapid Flashing Beacons (RRFBs), pavement markings, and associated traffic safety features intended to improve visibility, accessibility, and overall safety for students, parents, and the surrounding community.
ANALYSIS/DISCUSSION:
On October 29, 2025, the City released RFB No. 26-003 for the Frisbie Middle School SRTS Improvements Project Phase I, City Project No. 240804, and published the Notice Inviting Bids on the PlanetBids.com website. On December 4, 2025, the City received twenty-one (21) bids as follows:

A visual of the anticipated scope of work is included as Attachment 2. A complete bid summary is included as Attachment 3. The engineer’s estimate was $1,000,000. The lowest responsible and responsive bid was $650,256 submitted by CT&T Concrete Paving Inc. Staff reviewed the bid and found CT&T Concrete Paving Inc. to be properly licensed and qualified. CT&T Concrete Paving Inc., Disclosure Statement, Contractor’s License, and DIR verification documents are included as Attachment 4. Staff recommends that the City Council accept the bid received from CT&T Concrete Paving Inc., as the lowest responsible and responsive bid. A construction contract with CT&T Concrete Paving Inc., for the project, is included as Attachment 5.
Construction Management, Inspection, and Materials Testing Services
Staff requested cost proposals from SPECS Engineering Group, Onward Engineering, and Bureau Veritas North America for the on-call construction management, inspection, and materials testing services. Based on a review of these proposals, staff recommends approval of the proposal provided by SPECS Engineering Group. SPECS Engineering Group has experience overseeing projects of this magnitude, similar in scope to the Project. A copy of their proposal is included as Attachment 6. SPECS Engineering Group has provided a fee proposal of $79,888 to provide the required construction phase services through the duration of the project. A copy of SPECS Engineering Group Disclosure Statement is included in Attachment 7. Table 2 below provides the proposal amounts received from each firm:

ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (CEQA). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 “Existing Facilities,” Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities; therefore, the Frisbie Middle School Safe Routes to School (SRTS) Project are considered categorically exempt from CEQA, and Notice of Exemptions will be prepared and filed with the San Bernardino County Clerk.
GENERAL PLAN CONSISTENCY:
This action is consistent with Guiding Principle 3 in the General Plan:
Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.
The City of Rialto has also outlined key Goals and Objectives through which the City looks to minimize congestion on the local road network, create opportunities and incentives for people to avoid use of their cars for short trips, and maintain a circulation system that supports local businesses’ needs. These efforts will contribute to reductions in greenhouse gas emissions pursuant to State mandates.
Goal 4-4: Protect school children and others from traffic hazards around schools.
Goal 4-8: Establish and maintain a comprehensive system of pedestrian trails and bicycle routes that provide viable connections throughout the City.
Goal 4-9: Promote walking.
Policy 4-9.1: Install sidewalks where they are missing, and make improvements to existing sidewalks for accessibility purposes. Priority should be given to needed sidewalk improvement near schools and activity centers. Provide wider sidewalks in areas with higher pedestrian volumes.
Policy 4-9.3: Provide pedestrian-friendly and safety improvements, such as crosswalks and pedestrian signals, in all pedestrian activity areas.
LEGAL REVIEW:
The City Attorney’s Office has reviewed the agreement and approved it as to form.
FINANCIAL IMPACT:
Operating Budget Impact:
There is no impact to the Operating Budget.
Capital Improvement Budget Impact:
Budget for the Frisbie Safe Routes to School Project was programmed in the TDA Fund Account No. 22047326-53001-240804 in the amount of $1,095,090.75. The current action appropriates previously authorized funds to ensure continued progress on the project. No additional funding beyond what has already been approved is required at this time.
Upon approval, the construction contract with CT&T Concrete Paving Inc. will be funded by the TDA Fund Account No. 22047326-53001-240804-05 in the amount of $650,256. The task order with SPECS Engineering Group for construction management, inspection, and materials testing services will be funded by the TDA Fund Account No. 22047326-53001-240804-16 in the amount of $79,888. The total projected cost is $730,144.
Licensing
CT&T Concrete Paving Inc. and SPECS Engineering Group will pay a Business License Tax prior to commencing the services for this project.
