Body

BACKGROUND:

On May 26, 2020, the City Council directed staff to bring back, within two (2) weeks, a strategy and timeline to incorporate a dog park as part of the overall Frisbie Park Project.  Staff has worked internally with the Parks Maintenance Division and with Community Works Design Group (CWDG), the project designer, to recommend a dog park concept that will be constructed and presented for the community to use in conjunction with the Frisbie Park completion and opening.

ANALYSIS/DISCUSSION:

Concurrent with construction of the Frisbie Park Improvements located at 598 E. Easton Street, staff is preparing the inclusion of a Dog Park in the area southerly of Easton Street.  Staff has worked internally with the Parks Maintenance Division and CWDG to provide two (2) concept plan options for a dog park.  The two (2) Design Options serve both large and small dogs, placing them within separately fenced and adjacent areas, and provides amenities needed for such a dog park.  The overall dog park project cost is estimated as approximately $139,722 or $169,635 based on the Design Option selected.

The two (2) Dog Park Options design details, renderings and estimated costs are outlined in Table 1, shown below and included as Attachments 1 and 2:

Option B- Attachment 2

Based on the City Council’s Design Option selection, staff will work to deliver the selected option in conjunction with the Frisbie Park Project.  Staff will utilize various strategies to meet the timeline and cost of the selected Dog Park Design Option, as follows:

•                     Request a Cost Proposal from the current contractor for the Frisbie Park Project.

or

•                     Publicly Bid the Dog Park if the Contractor’s Pricing is not Acceptable.

The estimated completion date for the Dog Park will be by December 2020.

ENVIRONMENTAL IMPACT:

Construction of the Project is subject to state environmental review pursuant to the California Environmental Quality Act (CEQA).  The City, acting as the lead agency pursuant to CEQA, certified an Initial Study and a Mitigated Negative Declaration (MND) for the Project.  The MND was approved by the City on March 20, 2019, and the Notice of Determination recorded with the County Clerk, on March 21, 2019.
