BACKGROUND/DISCUSSION
Following a formal recruitment and selection process, David Carmany was identified by the City Council as the candidate most qualified to perform the duties of City Manager. As a result of this nationwide outreach, 37 applications were received and of those, the City Council interviewed 7 highly qualified candidates for this position. This group was then narrowed to 3 candidates. All 3 finalists were determined to be highly capable with excellent credentials, experience, and a potential fit for the City of Rialto.
After careful deliberation, the City Council provided direction to staff and counsel to negotiate an employment agreement, reflecting authorized parameters, with David Carmany. Mr. Carmany has extensive experience in City Government and has served as City Manager within agencies in Los Angeles County and Orange County. He previously served as City Manager in the cities of West Covina, La Puente, Manhattan Beach, and Seal Beach, among others. He is known for strong fiscal management, building high-quality leadership teams, establishing effective community partnerships and developing innovative approaches to the challenges and opportunities municipalities face.
If approved by the City Council, Mr. Carmany’s employment as the City Manager will begin January 24, 2024. The City Council is asked to approve the attached Resolution which appoints Mr. David Carmany as the City Manager and authorizes the Mayor to execute the attached Employment Agreement with David Carmany.
As required by California Government Code Section 54953(c)(3), the following is a summary of the recommended final action on the salary and fringe benefit compensation for the City Manager: Mr. Carmany’s annual salary will be $354,994. Mr. Carmany will be entitled to other employee benefits provided to the executive management employees/department heads, except as specifically outlined in his employment contract.
ENVIRONMENTAL IMPACT
The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).

This action is consistent with Guiding Principle 3A in the General Plan:

FINANCIAL IMPACT
Operating Budget
The costs associated with the Employment Agreement are within the City Council-approved budget for the City Manager position. As such, the current budget has adequate funding available for cost during the 2023-2024 Fiscal Year.
RECOMMENDATION
Staff recommends that the City Council consider and adopt Resolution XXX appointing David Carmany as City Manager and approving employment agreement between the City of Rialto and David Carmany.
