Continued Public Hearing for Conditional Development Permit No. 26-0009.
Conditional Development Permit No. 26-0009: A request to allow the establishment and operation of an adult mental health services clubhouse and community connections program that promotes wellness, independence, and community integration within an existing 2,700 square foot commercial lease space located at 2026 N. Riverside Avenue, Unit K, within the Neighborhood Commercial (C-1) zone. This project is categorically exempt pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA).

BACKGROUND:
On September 2, 2026, the Planning Commission held a public hearing and considered oral and written testimony for Conditional Development Permit No. 26-0009. After consideration, the Planning Commission voted 7-0 to continue the public hearing to October 7, 2026 and requested that staff address the following in advance of the next meeting:
1. Facilitate tours of the existing Pacific Clinics facility at 1501 S. Riverside Avenue.
2. Facilitate a meeting with the Police Department to discuss the project and the Crime Prevention Plan.
3. Discuss possible alternate locations with the applicant.
The agenda report from the September 2, 2026 Planning Commission meeting is attached as Exhibit A for reference.
ANALYSIS/DISCUSSION:
Following the September 2, 2026 Planning Commission meeting, Planning staff coordinated two (2) tours of the existing Pacific Clinics facility (with less than a quorum of Planning Commissioners attending each tour). The tours occurred on September 10, 2026 and September 17, 2026. Planning Commissioners, officers from the Rialto Police Department, and Planning Division staff attended the tours. The Pacific Clinic staff provided the tour, described activities, and answered City representative’s questions. Additionally, the Planning Commissioners in attendance were able to meet and discuss the project with staff from the Rialto Police Department during the tours.
On September 23, 2026, the Planning Division contacted Pacific Clinics staff to discuss consideration of alternate locations for the proposed facility. Pacific Clinics staff confirmed that they have an executed lease with the property owner of 2026 N. Riverside Avenue, Unit K, and are not considering any alternate locations at this time.
RECOMMENDATION:
The Planning Division recommends that the Planning Commission:
1. Adopt the attached Resolution (Exhibit B) to approve Conditional Development Permit No. 26-0009, based upon the findings and subject to the conditions therein.
Alternatively, the Planning Commission may:
2. Approve the project with modifications, and direct the staff to amend the Resolution as necessary; or
3. Cite specific findings for denial and direct staff to prepare a Resolution of Denial for consideration at the October 21, 2026 Planning Commission meeting.
