Request City Council to: Adopt Resolution No. 7998 Increasing the FY2022-2023 Community Development Block Grant (CDBG) Annual Budget to Align with the FY2022-2023 Approved Annual Action Plan.

BACKGROUND

The City of Rialto (City), as an entitlement city, receives Community Development Block Grant (CDBG) Program funds on an annual basis from the U.S. Department of Housing and Urban Development (HUD) to carry out a wide range of community development activities to benefit low-and-moderate-income residents.

 

On May 26, 2022, the City of Rialto Annual Budget was adopted. The annual budget included preliminary appropriations for the CDBG fund.  On July 12, 2022, the One-Year Action Plan, for Program Year 2022-2023 was approved and adopted establishing finalized revenue and expense appropriations for the CDBG FY2022-2023 Program Year.

 

ANALYSIS/DISCUSSION

On July 12, 2022, the One-Year Action Plan for Program Year 2022-2023 was approved and adopted in Resolution 7932 (Attachment A). The CDBG budget was not adjusted with a Budget Resolution at that time. The budget adjustment to the CDBG appropriated expenses is shown below.
