RECOMMENDATION

Staff requests that City Council:

 

1)                     Award a construction contract to Roadway Engineering & Construction Corp., in the amount of $937,665.00 for Fire Station 201 Safety Improvements, City Project No. 25021;

2)                     Authorize a contract change order request in the amount of $188,965.88 with SPECS Engineering Group pursuant to the City’s “on-call” agreement for construction management, inspection, and materials testing services for Fire Station 201 Safety Improvements, City Project No. 25021; and

3)                     Adopt a resolution amending the 2025-2026 Fiscal Budget;

4)                     Authorize the City Manager or their designee to execute all related documents.

 

BACKGROUND

On the evening of May 11, 2024, an errant driver collided with the west side of Fire Station 201 (Headquarters) located at 131 S Willow Avenue, Rialto, CA.  The collision caused significant structural damage to the building, including flooding to the station as a result of fire sprinklers that were struck during the collision.  Fire staff were not injured as part of the accident.  To date, all Fire and EMS operations have continued at the station with only a brief interruption following the incident.

 

A repeat incident occurred on January 8, 2026 where a driver traveling eastbound on Rialto Ave at a high rate of speed collided into the curb and impacted the exterior of the fire station.

 

The Fire Station 201 Safety Improvements Project aims to prevent future accidents and consists of exterior safety improvements to the station.  The structural and interior rehabilitation plans, which are a separate project, have been submitted to the Building & Safety department for review as a separate Fire Station 201 remediation project and will be presented to the Council at a later date.

 

ANALYSIS/DISCUSSION

The project consists of additional exterior safety improvements at Fire Station 201 to increase the safety of Fire and EMS staff and deter errant vehicles from reaching the station.  The project generally consists of the addition of high crash-rated bollards, a solid concrete wall serving dual purpose as a fire station sign and barrier in the west lawn area of the station, and a vertical extension of the existing CMU wall in the planter area on the west side of the station. 

 

A preliminary rendering is shown below of the concrete wall that will serve as both the protective barrier as well as signage for the department.

On October 2, 2025, the City released RFB No. 25-046 for the Fire Station Safety Improvements, City Project No. 25021, and published the Notice Inviting Bids on the PlanetBids.com website.  On November 4, 2025, the City received nine bids as follows:

 

 

A complete bid summary is included as Attachment 1.  The engineer’s estimate was $1,200,000.00.  The lowest responsible and responsive bid was $937,665.00 submitted by Roadway Engineering & Construction Corp.  Staff reviewed the bid and found Roadway Engineering & Construction Corp. to be properly licensed and qualified.  Roadway Engineering & Construction Corp’s Disclosure Statement, Contractor’s License, and DIR verification documents are included as Attachment 2.  Staff recommends that the City Council accept the bid received from Roadway Engineering & Construction Corp. as the lowest responsible and responsive bid.  A construction contract with Roadway Engineering & Construction Corp. for the project is included as Attachment 3.

 

Construction Management, Inspection, and Materials Testing Services

On February 11, 2025, the City Council approved an on-call agreement with SPECS Engineering Group for on-call construction management, inspection, and materials testing services for on-call construction management, inspection, and materials testing services.

 

Staff has reviewed and recommends approval of the proposal provided by SPECS Engineering Group, Inc., based on their experience overseeing projects of this magnitude, similar in scope to the Project.  A copy of their proposal is included as Attachment 4.  SPECS Engineering Group, Inc. has provided a fee proposal of $188,965.88 to provide the required construction phase services through the duration of the project.  A copy of SPECS Engineering Group’s Disclosure Statement is included in Attachment 5.

 

ENVIRONMENTAL IMPACT

Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental Quality (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents. In accordance with 14 CCR Section 15301 “Existing Facilities”, Class 1 projects consist of the repair, maintenance, or minor alteration of existing structures and facilities; therefore, the Fire Station 201 Safety Improvements, City Project No. 25021, is considered categorically exempt from CEQA. Staff has prepared and will file a Notice of Exemption for the project.

 

GENERAL PLAN CONSISTENCY

This action is consistent with Guiding Principle 3 in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 3-6:                     Require that all developed areas within Rialto are adequately served with essential public services and infrastructure. 

 

Goal 5-3.1:                     Provide for fire personnel, equipment, and fire stations to have adequate and appropriate resources to meet the needs and serve all areas of Rialto.

 

LEGAL REVIEW

The City Attorney’s Office has reviewed the resolution and agreement and approved them as to form.

 

FINANCIAL IMPACT

Operating Budget Impact

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact

The proposed project is included in the City’s Draft Fiscal Year 2026-2030 Capital Improvement Program, scheduled for Fiscal Year 2026.

 

Staff recommends appropriating $1,126,630.88 from the General Fund balance for the Fire Station 201 Safety Improvements project to the Capital Projects account number 33007302-53001.

 

Upon adoption of the requested budget resolution, the construction contract with Roadway Engineering & Construction Corp., in the amount of $937,665, will be funded from the Capital Projects account number 33007302-53001-25021-05. The contract change order with SPECS Engineering Group, Inc., in the amount of $188,965.88, will be funded from the Capital Projects account number 33007302-53001-25021-16.

 

Licensing

Roadway Engineering & Construction Corp. and SPECS Engineering Group, Inc. will pay a Business License Tax prior to commencing the services for this project.
