Request City Council Set a Public Hearing for January 27, 2026 to Consider: (1) Tentative Parcel Map No. 2023-0006 (TPM20809), a Request to Resolve Underlying Past Recordings and Instruments and Provide Public Right-of-Way Dedications Related to One (1) 38.89 gross acre (38.78 net acre) Parcel of Land Located at the Southwest Corner of Locust Avenue and Lowell Street Within the General Manufacturing (I-GM) Land Use District of the Rialto Airport Specific Plan (“Site”); (2) Conditional Development Permit No. 2023-0032, a Request to Allow the Development and Operation of a 664,859 Square Foot Industrial Warehouse Building on the Site; (3) Precise Plan of Design No. 2023-0041, a Request to Allow the Development of a 664,859 Square Foot Industrial Warehouse Building with Associated Paving, Landscaping, Fencing, Lighting, and Drainage Improvements on the Site; (4) Development Agreement No. 2024-0002, a Development Agreement Between the City of Rialto and IV5 Locust Gateway Logistics Center LLC to Memorialize Certain Benefits and Terms Related to the Development of a 664,859 Square Foot Industrial Warehouse Building on the Site; and, (5) an Environmental Impact Report (Environmental Assessment Review No. 2023-0051) Prepared for the Project, in Accordance with the California Environmental Quality Act (CEQA).

RECOMMENDATION:
Staff recommends that the City Council:
1) Set a Public Hearing for January 27, 2026, to consider the Project, in accordance with the process provided by Section 18.70.070 of the Rialto Municipal Code.

LOCATION:
The project site consists of one (1) parcel of land (APN: 0239-192-23) located at the southwest corner of Locust Avenue and Lowell Street (Refer to the attached Location Map (Exhibit A)).
BACKGROUND:
This staff report is intended to provide a general background on the project in order to set the public hearing. A more comprehensive staff report will follow once the hearing has been set.
Tentative Parcel Map No. 2023-0006, Conditional Development Permit No. 2023-0032, Precise Plan of Design No. 2023-0041, Development Agreement No. 2024-0002, and Environmental Assessment Review No. 2023-0051 shall hereinafter be referred to as “Project” or “project”.
Planning Commission Action
On December 17, 2025, the Planning Commission opened the public hearing and discussed the Project during a regularly scheduled public meeting. After further discussion, the Planning Commission closed the public hearing and voted 7-0 to adopt Resolutions recommending that the City Council approve the project. Copies of the Planning Commission Resolutions are attached as Exhibit B.
ANALYSIS/DISCUSSION:
In accordance with Section 18.70.070 of the Rialto Municipal Code, the City Council is to set the matter for public hearing. A more comprehensive staff report will follow once the hearing has been set.
GENERAL PLAN CONSISTENCY:
The setting of a public hearing to consider the project is consistent with the following City of Rialto General Plan policy:
Guiding Principle: Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.
ENVIRONMENTAL IMPACT:
An Environmental Impact Report (Environmental Assessment Review No. 2023-0051) has been prepared for consideration in conjunction with the project.
LEGAL REVIEW:
The City Attorney has reviewed the staff report and approved the attached Notice of Public Hearing as to form (Exhibit C).
