Request City Council to consider: (1) Cancelling Regular City Council Meeting Dates October 13, October 27, November 24, December 22, 2026; and (2) Approve Summer Recess from July 1 through July 15, 2026.

RECOMMENDATION

Staff recommends that the City Council:

 

1)                     Cancel regular City Council meeting dates October 13, October 27, November 24, December 22, 2026; and

2)                     Approve Summer Recess from July 1 through July 15, 2026.

 

BACKGROUND

Historically, the City Council would cancel scheduled City Council Meetings for Summer Recess, Pre-Election preparation, Thanksgiving and Christmas Holiday weeks. At the March 14, 2023, City Council Meeting, the City Council approved to have a 2-week Summer Recess in July.

 

ANALYSIS/DISCUSSION

City Council to consider cancelling the following regular meeting dates (Exhibit A - 2026 Calendar):

                     The meeting of July 14 for Summer Recess.

                     The meeting of October 13 and October 27 for Pre-Election preparation.

The meeting of November 24 for the Thanksgiving Holiday.

                     The meeting of December 22 for the Christmas Holiday Closure week.

 

Consideration of Summer Recess:

                     Summer Recess - July 1 through July 15, 2026.

 

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378(a) of the California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment and excludes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.  Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

The request is consistent with Guiding Principle 3A of the Rialto General Plan: our city government will lead by example, and will operate in an open, transparent, and responsive manner that will meet the needs of the citizens and is a good place to do business.

 

LEGAL REVIEW

The City Attorney's Office has reviewed the staff report.

 

FINANCIAL IMPACTS

Operating Budget Impact

There is no impact on the Operating Budget.
