BACKGROUND

The City of Rialto (City) currently has a contract with GSSi, Inc., formally known as General Security Service, Inc., for unarmed security guard services for various City parks and facilities.  The presence of an appropriately uniformed security guard, provided through GSSi, Inc., serves as a visible deterrent and reduces the threat of injury to the public and prevents damage, vandalism and loss of property within the parameters of each service location. 

 

The Police Department has been tasked with building security and safety functions throughout the City, including supervising security and patrol services at various facilities.  These services include security services at the following City facilities:

 

                     Community Center Skate Park - 214 N Palm Avenue

                     Metrolink Station - 261 South Palm Avenue

                     Downtown Business District

                     Recreation and Community Services - 214 North Palm Avenue

                     Senior Center - 1411 South Riverside Avenue

                     Rialto Fitness & Aquatics Center - 1243 South Riverside Avenue

                     Citywide Roaming Patrol of Facilities

                     Frisbie Park

                     

In addition to the locations listed above, the security guard service is required to patrol the City facilities, parks, water facilities, wastewater treatment plant, and to respond to after-hours alarm calls at City facilities. 

 

ANALYSIS/DISCUSSION

To improve security standards and enforce contractor accountability, Staff has developed a Request for Proposal (RFP), which encompasses an updated scope of work and includes a clause that provides the City with the ability to impose payment reductions on the contractor when security service standards are not met or poor performance is documented.  Further, the RFP incorporates criteria to ensure that the selected contractor fully understands the scope of work, will dedicate an adequate number of employees to the contract and is capable of meeting the City’s varied security demands. 

 

The RFP for security services will be published and circulated by the City’s procurement department.  The proposals will be evaluated, and the highest-ranking firms will make a formal presentation and be interviewed.  The process will not be complete prior to the end of the current contract, therefore staff is requesting that the City Council extend services with the current provider for a maximum of six (6) months on a month-to-month basis.     

 

The current provider has agreed to continue on a month-to-month basis.  Staff recommends that the City Council approve the proposed contract amendment with GSSi, Inc. to provide security guard and patrol services on a month-to-month basis until a new contract is awarded through the RFP process, prior to December 31, 2021, and will authorize the City Manager to terminate the agreement, with or without cause.

 

A copy of the proposed Amendment is included as Exhibit A.

 

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1.                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

 

2.                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

This action is consistent with Guiding Principle 3A in the General Plan:

FINANCIAL IMPACT

Operating Budget Impact

Budget for general security services is included in the FY2021/2022 proposed budget in

General Fund Account No. 770-500-7302-2011 for $65,504 (28.57% of contract); General Fund Account No. 010-500-6150-2011 for $128,049.50 (55.85% of contract); RUA Fund Account No. 680-500-7860-2011 for $17,860 (7.79% of contract); RUA Fund Account No. 680-500-7960-2011 for $17,860 (7.79% of contract) for a maximum amount of $229,273.50 for the proposed amendment to the contract services agreement with GSSi, Inc.

 

Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

 

Capital Improvement Budget Impact

This action has no impact to the Capital Budget.

 

Licensing

GSSi, Inc. has a current City of Rialto Business License. This staff report does not warrant any additional taxes by this vendor for the proposed services.

 

RECOMMENDATION

Staff recommends that the City Council:

                     Approve the Amendment to the Contract Services Agreement with GSSi, Inc., to a Month-to-Month Basis, not to exceed six (6) months at a cost of $38,212.25 per month, with a total contract amount of $229,273.50 for Fiscal Year 2021/2022.

                     Authorize the City Manager to execute all documents.
