Title

Request City Council to Authorize the Release of Request for Bids No. 20-004 for the Etiwanda Corridor Infrastructure Improvements, City Project No 160805.

BACKGROUND:

On July 11, 2017, the City Council accepted an Active Transportation Program Cycle 2 Grant of $629,098, and a Transportation Development Act Article 3 Grant in the amount of $136,021 to improve the Etiwanda corridor .The improvements will comply with State guidelines to meet ADA standards and provide fully accessible facilities to both pedestrian and bikes.

 

On July 11, 2017, the City Council authorized the release of Request for Proposal for the design of the Etiwanda Corridor Improvements. 

 

On December 12, 2017, the City Council awarded a design contract to KOA Corporation.

 

ANALYSIS/DISCUSSION:

The project will improve infrastructure, sidewalks and install bike lanes along Etiwanda Avenue from Maple Avenue to Pepper Avenue and the adjacent roadways segments.  There are seven (7) elementary schools, one (1) middle school and a high school within the Etiwanda Corridor. The improvements will comply with State guidelines to meet ADA standards and provide fully accessible facilities to both pedestrian and bikes.

 

The proposed improvements will connect to community destinations where an increase in active transportation modes can be realized.  The installation of Class II Bike Lanes and Class III Bike Routes along the primary east-west and north-south roadways will greatly enable and improve the bicycle facility connections between the Etiwanda Corridor area and the neighboring communities.  The proposed bicycle facilities are all included in San Bernardino County Transportation Authority’s (SBCTA) San Bernardino County Non-Motorized Transportation Plan and supports several goals and policies listed within the plan.

 

Staff has coordinated the preparation of final plans and specifications for the Project, and the Project is ready to be advertised for bidding.  With the City Council’s approval, staff will advertise the project in the San Bernardino County Sun, submit it to plan rooms and make the contract documents available on Planet Bids.com.  RFB No. 20-004 identifies the following schedule for the bid process:

The construction drawings and contract specifications for the project are identified as Request for Bids (RFB) No. 20-004.  A copy of the plans and specifications is included as Attachments 1, 2 .

 

ENVIRONMENTAL IMPACT:

Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (“CEQA”).  The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared categorically exempt from the requirement for the preparation of environmental documents.  In accordance with Section 15301 “Existing Facilities,” Class 1 projects consist of the maintenance of existing highways and streets; as a traffic signal installation project, the Project is considered categorically exempt from CEQA.  A Notice of Exemption was filed pursuant to CEQA. A copy of the NOE is included as Attachment 3.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

The City of Rialto has also outlined key Goals and Objectives through which the City looks to minimize congestion on the local road network, create opportunities and incentives for people to avoid use of their cars for short trips, maintain a circulation system that supports local businesses’ needs.  These efforts will contribute to reductions in greenhouse gas emissions pursuant to State mandates.

 

Goal 4-8:                      Establish and maintain a comprehensive system of pedestrian trails and bicycle routes that provide viable connections throughout the city.

 

Policy 4-8.3:                     Connect school facilities, parks, and other activity nodes within residential neighborhoods with bicycle trails on neighborhood streets.

 

LEGAL REVIEW:

The City Attorney has reviewed and approved the staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact:

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact:

The project is funded in the FY19/20 City budget and no additional appropriations are required.

 

Table 2 below shows the project funding sources and related expenditures for the construction of Etiwanda Corridor Improvements Project, City Project No’s 160805.

Licensing

The proposed action will not require any licensing.

 

RECOMMENDATION:

Staff requests that City Council Authorize the Release of Request for Bids No 20-004 for the Construction of the Etiwanda Corridor Improvements Project, City Project No 160805.
