RECOMMENDATION

Staff recommends that the City Council:

1)                     Conduct a Public Hearing regarding the Fiscal Year 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER);

2)                     Adopt a resolution approving the Fiscal Year 2024-2025 CAPER; and

3)                     Authorize the City Manager or their designee to sign all documents to submit the Fiscal Year 2024-2025 CAPER to the U.S. Department of Housing and Urban Development (HUD).

 

BACKGROUND

In May 2020, the City Council approved the City’s Five-Year 2020-2024 Consolidated Plan. On May 18, 2024, the City was notified by the U.S. Department of Housing and Urban Development (HUD) of its HOME funds allocation, following the approval and adoption of the 2024-2025 Annual Action Plan on April 23, 2024. The City elected to participate in the Federal HOME Investment Partnerships Program (HOME) as a Participating Jurisdiction (PJ), which required a Substantial Amendment to the 2020-2024 Consolidated Plan. A Public Hearing was held on August 13, 2024, where the City Council adopted Substantial Amendment No. 1 to the 2020-2024 Consolidated Plan and approved changes to the FY 2024-2025 Annual Action Plan.

 

As required by HUD, the City prepared the Consolidated Annual Performance and Evaluation Report (CAPER), which assesses the City’s performance in meeting Fiscal Year 2024-2025 housing and community development goals outlined in the corresponding One-Year Action Plan. Additionally, the CAPER discusses its progress in meeting the five-year goals as outlined in the 2020-2024 Consolidated Plan and identifies anticipated changes for the upcoming year based on the assessment of FY 2024-2025 performance.  

 

The Fiscal Year 2024-2025 CAPER was available for public review and comment from September 8, 2025, through September 23, 2025. A notice of availability was published in the San Bernardino County Sun on August 27, 2025, and the CAPER was also posted on the City’s website at rialtoca.gov.  

 

ANALYSIS/DISCUSSION

As a direct recipient of HUD federal funds, the City is required to submit a CAPER to HUD each year. This report summarizes the resources made available during the program year, outlines accomplishments based on priorities established in the Consolidated Plan, and evaluates the City’s annual performance. 

 

The CAPER for the Fiscal Year ending June 30, 2025, provides a summary of how the City of Rialto has expended its federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds as defined in the City’s 2024-2025 One-Year Action Plan. 

 

CDBG Funding

The City of Rialto received an allocation of $1,151,844 in CDBG funds in FY 2024-2025 in addition to funds that were carried over and reprogrammed from previous fiscal years. A total of $2,596,068.25 CDBG funds were expended during FY 2024-2025.

 

Accomplishments included:

                     Provided fair housing services to 302 residents.

                     Provided Public Services to 965 Low-income residents in the City of Rialto

                     Completed two Curb, Gutter, and Sidewalk projects

                     Completed the Building 400 of the Community Center

                     Completed the shade structure at the Community Garden

 

CDBG Program Summaries

                     Community Facilities & Infrastructure Improvements: Construction of Building 400 wings at the Community Center has been completed, which includes updating of the facility's Building Code and Americans with Disability Act (ADA). Building 500 is currently in the design phase. Completion of two Curb, Gutter, and Sidewalk projects. The Carl Johnson Community Center rehabilitation remains in progress through the reporting period.

                     Mobile Home Rehabilitation Program: During the 2024-2025 program year, the City made significant progress with the Mobile Home Rehabilitation program by completing five (5) mobile home rehabilitation projects. There is a queue of applications, and the City anticipates all funding will be expended.

CDBG-CV Funding

The City also received $1,339,584 in supplemental CDBG Coronavirus (CDBG-CV) funding to help prepare, prevent, and respond to the COVID 19 pandemic. The City amended their 2020-2021 Annual Action Plan to allocate funds to programs and activities throughout the City to help struggling residents in the community. To date, the City has expended $899,136.60 of CDBG-CV funds. Substantial Amendment No. 7 was approved by the City Council on July 22, 2025, to reprogram the remaining $440,447.40.

HOME Funding

The City received HOME funds for the first time in FY 2024-2025 for an allocation of $374,469.26. During FY 2024-2025, the City focused on developing a robust residential rehabilitation program and obtaining approval from HUD to establish Rialto’s Homeownership Property Value Limits, therefore no expenditures were incurred for Community Housing Development Organization (CHDO) or Residential Rehabilitation activities.

ENVIRONMENTAL IMPACT

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

This action is consistent with the City of Rialto's General Plan Guiding Principle 3, Rialto's Economic Environment is Healthy and Diverse. “Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.” 

 

LEGAL REVIEW

The City Attorney's Office has reviewed the resolution and approved it as to form.

Licensing

Approval of this action does not require a Business License application and payment of a Business License tax.
