Body

BACKGROUND

San Bernardino County recently upgraded its 800 MHz radio system to a digital platform that has better coverage and security.  This radio system is utilized by most public safety and governmental agencies throughout the county.  Radios that cannot be upgraded or reprogrammed to work on the new system will no longer function on the upgraded radio platform.  In a planned effort to safely and effectively communicate with San Bernardino County agencies, Community Compliance is currently in need of five (5) Motorola APX 6500 Mobile Radios and five (5) Motorola APX 6000 Portable Radios from Motorola Solutions, Inc.

ANALYSIS/DISCUSSION

On April 2, 2021, the Community Compliance Officers were temporarily assigned to the Rialto Police Department.  Community Compliance Officers spend a significant amount of time on various computer systems investigating/researching property owner information and verifying code violations.  These duties require the Community Compliance Officers to leave the field and complete the above tasks in their assigned office.  Mobile computer systems will allow the Community Compliance Officers the ability to conduct their duties from their vehicles, therefore allowing them to remain in the field.  The Rialto Police Department currently utilizes the Getac K120 Rugged Tablet Mobile Data Computer for field operations.  To maintain consistency, it is recommended the Getac K120 be utilized by Community Compliance Officers, as well.

The Rialto Police Department previously utilized San Bernardino County Radio Information Services Division personnel for radio services and installation.  Due to a full county upgrade to digital radios beginning in 2017, the County stopped providing these services to local municipalities.  As a result, in September 2017, the Rialto Police Department purchased radios from Motorola Solutions, Inc. through Motorola via a Cooperative Agreement to include full installation and services.

The portable radios currently utilized by Community Compliance are the Motorola XTS 5000 portable radio.  These radios have reached the end of their service life and replacement parts are no longer being manufactured.  Additionally, technological improvements with current radio systems have allowed for additional safety measures to be incorporated into portable radios.  One of the safety measures is the integration of GPS capability.

Historically, City of Rialto Community Compliance vehicles have not been equipped with mobile radio or computer systems.  The introduction of these systems into the Community Compliance vehicles will increase Community Compliance Officers’ safety and enhance the efficiency in which they complete their duties.

On January 6, 2021, the bid process was opened for the Motorola APX 6000 and 6500 radios. Two (2) qualifying bids were received by the due date of January 22, 2021.  One bid was from Motorola Solutions, Inc. and the other from Sterling Service Corporation. From the two bids received, Motorola Solutions, Inc. provided the lowest bid.

On September 03, 2020, the bid process was opened for the Getac K120 Rugged Tablet Mobile Data Computers, with five bids received by the due date of September 24, 2020.  DuraTech USA, Inc. won the bid due to best available pricing.

Both Motorola Solutions, Inc. and DuraTech USA, Inc. were contacted and agreed to honor their original bid for the additional purchases.  In addition, both Motorola Solutions, Inc. and DuraTech USA, Inc. have shown that they are a reputable and reliable vendor from previous purchases of similar equipment, which were marked by high quality and good customer service.

Staff recommends approval for the purchase of five (5) Motorola APX 6500 Mobile Radios at a cost of $29,231.66 (Exhibit A) and five (5) Motorola APX 6000 Portable Radios for $30,793.71(Exhibit B) through Motorola Solutions, Inc., and five (5) Getac K120 Rugged Tablet Mobile Data Computers through DuraTech USA, Inc. at a cost of $35,374.49 (Exhibit C), for a total Cost of $95,399.86. This purchase will be made through the purchase order process.
